The Hundred year flood in Paris region. Catastrophic scenario from 1910 repeats. The main part of Paris is flooded, historical and industry building and urban district are affected. More than 500 thousand people is without drinking water, warmth and other important resources.
It was the main topic of an international exercise SEQUANA 2016that was realised on 8- 18 March 2016. The exercise was organised by Police Prefecture Paris in coordination with European Commission. Other partners were Spain, Italy, Belgium and Czech Republic..
Under the terms of EU Civil Protection Mechanism, France requested for an international assistance for this emergency. Czech Republic offers a Module: Chemical Biological Radiological Nuclear detection and Sampling (CBRNDET) . Liasion officers of FRS CZ predetermined for international rescue operation also participed in the exercise as role players (external team, organisation staff).
The international part of the exercise was realised on 10 – 13 March 2016 in Paris and surrounding agglomeration. Czech CBRNDET Module was deployed in industry port Limay, where the chemical accident (after cranecrash on flooded tanks with dangerous content) was simulated.The team evaluated the samplings in coordination with Spanish Chemical Module. The intervention was complicated by transport of the team with its equipment by boats to affected area.
The team was also deployed in the centre of Paris in La Villete, where was presented the capability of international teams in case of a such emergency. In the end of the exercise were organised static pesentation near the Eiffel Tower.Czech team was evaluated very positively, demonstrated teh ability to intervene and cooperate with external teams.
CBRNDET Module is determined for intervention in chemical and radiological contaminated area, especially for samplings collection and its analyse. Module consist of 9 members/firefighters from FRS of Capital of Prague– management, rearward ensuring decontamination , 4 members FRS of Central Bohemia Region (Chemical laboratory Kamenice)and a member of Population Protection Institute in Lázně Bohdaneč with special weight chromatograph.Transport of the Module was ensured by 2 cars, trailer and 2 mobile laboratories.
The public was interested in speciallity and unique of Czech Module, also international colleagues were appreciative.
