Prevention and Preparedness Mission to Georgia
Liaison Officer of the Fire Rescue Service of the Czech Republic mjr. Jan Hora (FRS Plzeň region) took part on 10. – 22. March 2019 as expert for firefighting in European Union Mechanism Civil Protection Team, in Advisory mission to Georgia.
At the end of 2018 the Government of Georgia transferred the Emergency Management Service under the Ministry of Internal Affairs as a part of ongoing institutional and functional reforms taking place in the EMS. The purpose of the reform is to create an effective system of civil protection which strengthens inter-agency coordination in response, as well as prevention, preparedness and recovery. One of the priorities in the institutional development of the service is the enhanced capacity of the training centre for new and experienced firefighters, rescuers, CBRN responders, local crisis managers and volunteers.
On 12 February Georgia submitted a request to the Union Civil Protection Mechanism for experts for an advisory mission, to take place 13-21 March 2019. The advisory mission is to provide an assessment of the current state of play and to develop a roadmap for the establishment of a training centre for firefighters, rescuers and local crisis managers of the Emergency Management Service of Georgia. The assignment aims to bring the training centre's educational system in line with EU standards and best practices.
Georgia requested 11 experts for the UCPM.
The Union Civil Protection Mechanism, through the ERCC, raised requirements for the nomination of experts for the aforementioned mission. Member states, including the Czech Republic, offered their experts in the required areas: firefighting, rescue operations in the field, CBRN, crisis management, etc. For the Czech Republic, Maj. Ing. Jan Hora, who participated together with the other members of the mission team.
After returning from mission to Georgia there was debriefing with mjr. Hora and with representaives from department: Integrated Rescue Service and Operation Management of the general directorate of FRS CR about fulfiled tasks from the mission and also possible cooperation between Czech and Georgia firefighters.
