
External Reclassification Exercise of Heavy USAR Team on 15 - 19 June 2015 in Kaznějov.
The intention of this reclassification exercise was to declare, hat Czech USAR team is still organisationally, operationally, tactically, technically and specillly prepared for on-site operation as HEAVY USAR team according INSARAG Guidelines.
Czech USAR Team has succesfully undergone this Reclassification and belongs to 29 states in the world, that are classified as heavy USAR team (the highest level).
On 16. June 2015 in 23.00 local time (23 UTC) European country Kaznějovsko was struck by a destructive earthquake of magnitude of 7,9. Te epicentre in depth of 19km was located 30km north from capital Pilsen. The most affected region is Plasko and its industry area in Kaznějov. The most buildings in urban and industry area are destroyed, the rest of the building is proposed to have seriously disturbed stability. A large number of people are supposed to be buried under building ruins. The earthquake seriously disturbed infrastructure in hole area, water distribution system and end electricity resources including. Survivors are trying to search and rescue missing and burried people.
Kaznějovsko is a Central European land, is no EU, EAA or NATO member. Early morning on 4.November 2014 state of danger for the whole country was declared. The crisis staff of President of the Republic as the leading coordination authority for rescue operation in the state was assembled. All rescue bodies within the land were activated and are deployed in most affected regions. Republic Kaznějovsko isn´t self sufficient in its own deployment capacity and decided to request for foreign assistance by means of international organisations (UN-OCHA and EU). Based on this request heavy USAR is activated from MI-DG FRS CR. The external rescue teams provided search and rescue operation on-site in coordination with rescue bodies of Republic Kaznějovsko.
Based on this request, the MoI-DG FRS CR activated a heavy USAR team. Foreign rescue teams searched for victims of the disaster on site in cooperation with the rescue units of the Republic of Kaznějovsko.
The Local Emergency Management Authority, (LEMA) coordinates rescue operation on- site, due to expected income of external rescue units will be necessary the first USAR team on - site of emergency have to establish Reception/Departure Centre and On-Site Operations and Coordination Centre. Others rescue teams (polish USAR team and unclassified team from Armenia) were dispatched in Republic of Kaznějov to provide assistance on – site.
