Readiness of the prederminated forces and means is ordered by the control officer of the National Operation and Information Centre of MoI-DG FRS CR, after receiving an information on a major disaster abroad or a request of assistance to abroad. After specification of a nominal list of members, the control officer prepares and ensures General Director’s Order for calling FRS CR’s officers up to a business trip to fulfill extraordinary tasks of FRS CR. The Order nominates the command officer, team members, specifies tasks, target and the way of transport, a meeting point before departure of the team, time of departure and other requirements in accordance to the Article 4 of the General Director’s Direction No. 45 from 9 October 2003, in wording of the General Director’s Direction No. 7 from 2 February 2004.
Cartage of firefighters or dog handlers to the meeting point provide regional FRSs in cooperation with the Czech Police, based on decision of the control officer of MoI-DG FRS CR.
While the team is called to readiness, in cooperation with the Ministry of Foreign Affairs following issues are reconnoitred:
- situation in the place of deployment,
- requests for assistance,
- contacts to competent bodies of the affected country, their embassy in CR and the Czech embassy there,
- fast transfer through transit countries,
- necessity to ensure visas,
Before dispatch, the team commander is given financial reserve in foreign currency (necessary for business trips to abroad, in accordance to the Law on travel compensations) and travel insurance is taken out. Financial reserve in foreign currency is ensured by International Cooperation Department of MoI in cooperation with MoI-DG FRS CR.
In case of air transport, the following local transport after arrival of the team to destination has to be negotiated with competent bodies of the affected country.
Before departure of the team, the General Director’s Order for calling FRS CR’s officers up to a business trip to provide humanitarian assistance is read. The Order is issued in accordance to the Article 136 of the Act No. 361/2003 on the service of members of security forces, in wording of latter regulations (later “the Service Law”) and in accordance to the Article 4b of the Act No. 239/2000 on Integrated Rescue System and on some changes, in wording of latter regulations.

CRUCIAL ISSUES FOR DISPATCH OF A RESCUE TEAM TO ABROAD
DISTANCE AND LOCATION
- territory of Europe and other states
dispatch of the team of MoI-DG FRS CR is assumed by ground up to 1,000 km (17 hours for transport) or by air from 1,000 km to 2,500 km;
TYPE OF TRANSPORT
Cooperation with Ukraine is implemented with the aim of renewing the equipment of the Transcarpathian firefighters by means of personal protection equipment, respectively small rescue equipment, thereby improving their material and technical capacities and intervention activities. The reason for choosing Ukraine, specifically the Transcarpathian region, is the historical interconnection of Transcarpathia with the Czech Republic (or Czechoslovakia), which is why the tourists from the Czech Republic are heading to this area. There is also the fact, that equipment of local firefighters is problematic due to the situation in the country and their support will strengthen the goodwill of the Czech Republic with the local population. In 2018, the firefighter helmets were handed over to Ukrainian firefighters. More helmets will be delivered during this year as well as power generators, chainsaws and mobile spotlights. The implementation of the projects improves the current equipment of the Transcarpathian firefighters, leading to an improvement in their ability to deal with emergency situations. In 2018, a Memorandum of Cooperation between the Fire Rescue Service of the Czech Republic and the State Emergency Service of Ukraine was signed. The Fire Rescue Service of the Czech Republic plans to continue in this cooperation also in the future.
- Air transport is limited by equipment of the Czech Army. General Staff of the Czech Army enables to the Czech team to use two An-26 aeroplanes (for loads approx. 4 tons), readiness of the crew for departure is from 3 to 6 hours. Other possible transport: TU-154 aeroplane, Mi-17 helicopter. Air transport limits size of the unit up to 24 members with equipment for up to 5 days; at the place of operation another transport is needed – provided by receiving part. Air transport allows rescue teams to be transported over long distances. Transport must be followed by local means of transport provided by the party receiving the assistance in the location where the mission takes place. Cargo and passenger air transport can be provided by means of the Army of the Czech Republic, commercial carriers in the Czech Republic, or through a contractor of the European Commission.
- ground transport enables to move large and heavy means, equipment and persons, it is mainly used in cases of providing humanitarian aid over shorter distances. Transport of personnel is preferred by bus.
- combined transport - forces transported by air can be supplied by ground forces dispatched up to 2,500 km (60 hours for transport), with full support and logistics for first unit dispatched by air.
Nature of rescue operation
- Search and rescue from collapsed buildings (USAR)
USAR teams are classified based on the INSARAG methodology which the Czech Republic accepted by the UN General Assembly’s Resolution No. 57/150 from 16. December 2002, on reinforcement of efficiency and on coordination of assistance in international search and rescue operations. This structure allows two squads of rescuers to work continuously at least for 72 hours in 8-hours shifts,
The USAR team for search and rescue operation abroad and with air transport is composed from fire officers of the Prague Fire Rescue Service, which is big enough for choosing suitable team members – experienced firefighters with special skills, command practice and knowledge of foreign languages. Closeness to the Prague Airport is important for readiness of the team. There are 66 firefighters of the Prague FRS predetermined for prime engage, i.e. 22 in each shift. All are chosen based on health and psychical abilities, vaccinated, and specially trained. The team for ground transport can be supplied by fire officers from other regional FRSs. - extinguishing fires for extinguishing of oil fires, forest fires, or substitute activities instead of fire units of an affected country
- rescue work in floods for rescue and evacuation of people from areas affected by floods, and for recovery after floods and/or excessive precipitations
- operation in chemical and environmental accidents - for interventions with HazMat inc. clean-up of oil materials from water surface both streams and back-water.
- provision of special requests different from the above mentioned.
ODŘADY ZAREGISTROVANÉ V DATABÁZI EVROPSKÉ KOMISE CECIS:
Vyhledávací a záchranné práce v obytných oblastech ve středně těžkých a v těžkých podmínkách – MEDIUM a HEAVY USAR modul
V rámci HZS ČR jsou vytvořeny speciální záchranné jednotky – USAR odřady (z anglického Urban Search and Rescue Team – vyhledávací a záchranný odřad do obytných oblastí). Hlavním úkolem USAR odřadu je záchrana osob z objektů zřícených vlivem různých jevů, zejména zemětřesením nebo výbuchem. USAR odřad je trvale připraven a schopen modifikace i pro jiný druh záchranných prací. Připojením dalších specifických modulů pak vzniká odřad např. chemicko-analytický, povodňový, požární, zdravotnický.
Členové odřadu jsou vycvičeni podle mezinárodních standardů. V říjnu 2010 byl českému USAR odřadu udělen certifikát INSARAG Úřadu OSN pro koordinaci humanitární pomoci, deklarující úroveň HEAVY (nejvyšší úroveň připravenosti). Na základě tohoto certifikátu se CZERT USAR (Czech Emergency Respone Team se specializací USAR) může aktivně zapojovat do mezinárodních záchranných operací v zemích postižených katastrofou s následkem zřícení budov. V roce 2015 a nejnověji opět v roce 2023 proběhla úspěšná recertifikace toho odřadu.
Vysokokapacitní čerpání vody – HCP modul
Záchranná jednotka pro odčerpávání vody v zaplavených oblastech a na pomoc s dodáváním vody pro hašení požárů (HCP, z anglického High Capacity Pumping). U HZS ČR je HCP modul vytvářen z opěrných bodů HZS ČR pro velkoobjemové čerpání vody a dálkovou dopravu vody hadicemi a čerpání z velkých hloubek. HCP modul disponuje speciálními velkoobjemovými čerpadly (MČS Sigma 1500, MČS Sigma 400 a HFS Hydrosub).
Chemická, biologická, radiologická a jaderná detekce a odběr vzorků – CBRNDET modul
Úkolem modulu CBRNDET (CBRNODET, z anglického Chemical Biological Radiological Nuclear and Sampling) je provádění počátečního posouzení nebezpečí nebo rizika, odběr vzorků, označení zamořené oblasti, prognóza situace a příspěvek k okamžitému snížení rizika souvisejícím s únikem látek CBRN (chemické, biologické, radiologické a jaderné). Odborná část modul CBRNDET je u HZS ČR vytvářena z opěrných bodů HZS ČR pro rozšířenou detekci nebezpečných látek (chemické laboratoře HZS krajů) a logistickou část zajišťují síly a prostředky USAR odřadu HZS hl. m. Prahy.
Povodňové záchranné práce s pomocí člunů – FRB modul
Jedná se o záchrannou jednotku určenou k pátrání a záchraně osob na vodě, včetně pomoci osobám uvízlým v zaplavených oblastech s pomocí člunů, poskytování pomoci nutné pro záchranu života a podle potřeby zajištění jejich základních potřeb. FRB modul je vytvořen u HZS Moravskoslezského kraje v rámci mezinárodního projektu s Velkou Británií a Holandskem.
Předsunutá zdravotnická jednotka – AMP modul
Ve spolupráci s Ministerstvem zdravotnictví je ve Fakultní nemocnici Brno vytvořen tzv. Traumateam ČR, který je mobilním posilovým zdravotnickým útvarem určeným k poskytování chirurgické, traumatologické a resuscitační péče a pomoci při popáleninových úrazech na místě hromadného neštěstí a katastrof v rámci mezinárodní humanitární pomoci v zahraničí, tzv. předsunutá zdravotnická jednotka (modul AMP, z anglického „Advanced Medical Post“). Logistickou, technickou a velitelskou podporu zajišťují těmto zdravotnickým specialistům členové USAR odřadu HZS hl. m. Prahy.
PERSONÁLNÍ ZAJIŠTĚNÍ ODŘADŮ
Při mezinárodních záchranných operacích a vysílání humanitární pomoci do zahraničí jsou osoby vysílány na krátkodobé působení v zahraničí (několik dnů nebo max. několik týdnů). Jsou vysílány jako jednotka MV- GŘ HZS ČR nebo jako jednotliví odborníci a v zahraničí plní úkoly, které plní při řešení mimořádných událostí i v ČR.
Pokud je vysílán záchranný odřad, je jádro záchranného odřadu tvořeno příslušníky HZS ČR. Ostatní (např. příslušníci Policie ČR nebo civilní specialisté) jednotku pouze doplňují podle charakteru konkrétní záchranné operace. Takto nasazení odborníci jsou podřízeni veliteli záchranného odřadu.
Síly a prostředky, případně odborníci, jsou zapojeni do IZS ČR a plní deklarované úkoly na teritoriu ČR. Pouze ti, kteří splňují stanovené předpoklady, jsou pak vyčleněni pro možné vyslání na mezinárodní záchranné operace. Znamená to tedy, že ve své odbornosti jsou školeni a cvičeni standardním způsobem. Obsahem přípravy je teoretická a praktická příprava a cvičení (prověřovací a taktická). Příprava funguje standardním způsobem podle zákona o IZS.
Veškeré osoby předurčené pro odřad MV-generálního ředitelství HZS ČR musí mít platné cestovní doklady. Problematika potřebných víz se řeší operativně ve spolupráci s Ministerstvem zahraničních věcí a příslušným zastoupením postižené země v ČR při vysílání odřadu.
PŘÍSLUŠNÍCI HZS ČR
Provádí v zahraničí záchranné práce a jsou vysíláni jako záchranný odřad v souladu s již uvedenými příslušnými právními předpisy (zákon o IZS, zákon o HZS ČR, zákon o požární ochraně). Není tedy důvod s nimi ukončovat pracovní (služební) poměr nebo poskytovat pracovní (služební) volno. Do zahraničí jedou jako příslušníci HZS ČR a ne jako fyzické osoby.
ODBORNÍCI ZE STÁTNÍ SPRÁVY
Jsou do odřadu přičleňováni na základě předurčenosti k zásahu v zahraničí a na základě dohod o spolupráci v IZS (např. policisté, experti SÚJB apod.). V tomto případě se neukončuje pracovní (služební) poměr ani se neuděluje pracovní volno, vyslání se organizuje jako zahraniční služební cesta.
OSOBY MIMO STÁTNÍ SPRÁVU
Jsou do odřadu zařazováni formou vyžádání osobní a věcné pomoci a následně je jim poskytována náhrada (např. § 29 zákona 239/2000 Sb., o IZS, – např. refundace mzdy.)
LIAISON OFFICER
Liaison officer (or coordinator) is supposed to be sent together with the rescue team to the disaster place. Liaison officer should be a person with good language and organisation abilities, experienced in rescue operations or in providing humanitarian assistance. Tasks of a liaison officers are to contact particular international coordination centre or a local body for emergency management, and to ensure conditions for the Czech team intervention and/or providing of assistance.
Liaison officer is chosen from the List mainly by language demands. The List of liaison officers predetermined to be involved in international rescue operations was configured from records of regional FRSs, and it is done by Article 2b of the Government Decision No. 463/2002.

MEDICAL DOCTOR
The doctor for the team is provided on request by the Trauma Hospital Brno. His tasks are to take care on team members, no requests for rescue skills are claimed.
DOG HANDLERS
Dog handlers incorporated to the team are chosen on the basis of passed certification exams. These members are also vaccinated against contagious diseases.
