Providing humanitarian aid is an integral part of the Czech Republic's foreign policy. Humanitarian aid abroad is provided according to the urgency of the situation and needs of the affected country, according to the possibilities of the economy, the available resources of the state budget, in accordance with the principles and resolutions of the international community and with its own priorities and interests.<\/p>\r\n\r\n\r\n\r\n
The costs associated with the provision of humanitarian aid abroad are covered from the humanitarian aid budget of the Ministry of Foreign Affairs. \u00a0<\/p>\r\n\r\n\r\n\r\n
Depending on the nature of the disaster, the Minister of Foreign Affairs decides to release of the funds from this budget, up to 10 million CZK. In individual cases, the government of the Czech Republic must decide on the release of funds over 10 million CZK based on a proposal made by the Minister of Foreign Affairs.<\/p>\r\n\r\n\r\n\r\n
Legal regulation and institutional provision of humanitarian aid abroad<\/u><\/strong><\/p>\r\n\r\n\r\n\r\n Humanitarian aid is governed by Act No. 151\/2010 Coll. on international development cooperation and humanitarian assistance abroad. Humanitarian assistance abroad is the set of activities financed from the national budget in order to prevent loss of life and injury, to alleviate suffering and to restore basic living conditions after an emergency, to mitigate long-lasting consequences of emergencies and to prevent their occurrence and negative consequences.<\/p>\r\n\r\n\r\n\r\n Article 9 of Act No. 151\/2010 Coll., on international development cooperation and humanitarian assistance abroad, the Ministry of Interior provides humanitarian aid to EU member states and other states of the European Economic Area and decides on its scope and form.<\/p>\r\n\r\n\r\n\r\n According to Article 7 of the Act No. 239\/2000 on Integrated Rescue System and on modification of certain codes, in latter wording, the Ministry of Interior is involved in engagement of the Czech Republic into international rescue operations in emergencies abroad and in providing humanitarian assistance abroad, in cooperation with the Ministry of Foreign Affairs.<\/p>\r\n\r\n\r\n\r\n Tasks of the Ministry of Interior are fulfilled through the MoI - General Directorate of the Fire Rescue Service of the Czech Republic (MoI-DG FRS CR)<\/p>\r\n\r\n\r\n\r\n The Governmental Regulation No. 463\/2000 on determination of rules for engaging in international rescue operations, on providing\/receiving of humanitarian assistance, and on reimbursement of amounts incurred by other bodies (companies and\/or entrepreneurs) for population protection, in wording of the Governmental Regulation No. 527\/2002, giver binding provisions on engaging in international rescue operation.<\/p>\r\n\r\n\r\n\r\n The elaboration of these rules can then be found in a number of other documents and regulations, especially in government resolutions, resolutions of the State Security Council and in the instructions of the Director General of the Fire Rescue Service of the Czech Republic.\u00a0<\/p>\r\n\r\n\r\n\r\n Forms of humanitarian assistance<\/u><\/strong><\/p>\r\n\r\n\r\n\r\n From a general point of view, we can talk about the following forms of immediate humanitarian aid:<\/p>\r\n\r\n\r\n\r\n \u2013 rescue (rescue teams),<\/p>\r\n\r\n\r\n\r\n \u2013 material,<\/p>\r\n\r\n\r\n\r\n \u2013 financial,<\/p>\r\n\r\n\r\n\r\n \u2013 advisory,<\/p>\r\n\r\n\r\n\r\n \u2013 combined.<\/p>\r\n\r\n\r\n\r\n During 2018, the expert assistance to Thailand was provided, assistance was offered to Sweden in forest fires fighting. Material assistance to Greece (fires) and Iran (floods) was provided in the first half of the year 2019. Bellow you can find a brief description of humanitarian aid provided during the last year.<\/p>\r\n\r\n\r\n\r\n THAILAND<\/strong><\/p>\r\n\r\n\r\n\r\n The Czech Republic actively participated in the rescue mission in the Tham Luang Cave in northern Thailand, where twelve boys and their football coach were trapped by torrential rains. The Minister of Interior in agreement with the Directorate General of the Fire Rescue Service decided to dispatch two members of the Fire Rescue Service of the Czech Republic who flew to Thailand on Friday 6July 2018. Reconnaissance group of experts composed of David Kare\u0161 and Petr Vodi\u010dka worked in Thailand from 6 to 11 July 2018, where the situation was assessed. The Czech Republic suggested in the initial stage assistance in form of high capacity pumps. The possibility of their deployment was refused by Czech experts because of the difficult terrain profile for water pumping with high capacity pumps. Subsequently, smaller type of high-performance sludge pumps and the necessary electrical and hoses lines were offered to the Thai side. Thailand eventually did not accept the Czech offer to help due to successful evacuation of all persons from the cave.<\/p>\r\n\r\n\r\n\r\n SWEDEN<\/strong><\/p>\r\n\r\n\r\n\r\n In the summer of 2018, Sweden was affected by extensive forest fires. In July, Sweden requested through the European Emergency Response Coordination Centre in Brussels for international assistance. The Czech Republic itself faced fires in the natural environment and was limited in the number of usable aircraft. Even though, the assistance was offered to Sweden in form of a helicopter with the crew. The Swedish party did not accept the offer of the Czech Republic due to massive assistance from other countries.<\/p>\r\n\r\n\r\n\r\n GREECE<\/strong><\/p>\r\n\r\n\r\n\r\n In September 2018, the government of the Czech Republic approved humanitarian aid to Greece under the law on foreign development cooperation and humanitarian aid provided abroad. The reason was the restoration of material after the devastating fires in the Kinetta area on 23 July 2018. The Minister of Foreign Affairs approved 5 million CZK from the Ministry's humanitarian budget for 2019. This humanitarian aid was implemented through the Directorate General of Fire Rescue Service. The Greek Fire Department identified the Fire Rescue Service in Megara for assistance.\nAfter consulting, one Ford Ranger Pick-Up 4x4, one Volkswagen Transporter 4 x 4 minibus, and other equipment needed to perform firefighting tasks in Megara, such as sludge pumps, flashlights, air compressors, pressure cleaners, footwear and other equipment for firefighters, were purchased. The humanitarian aid convoy set off from the Czech Republic on 22 May and the aid was officially handed over to Megara firefighters with the participation of the Czech Ambassador to Greece on 25 May 2019<\/p>\r\n\r\n\r\n\r\n 4.<\/strong> IRAN<\/strong><\/p>\r\n\r\n\r\n\r\n From 9 to 10 April 2019, the Ministry of Foreign Affairs decided to allocate 2 million CZK for material aid to Iran after the devastating floods, which the Directorate General of Fire Rescue Service released from its stock and ensured smooth provision of aid. It was handed over in the target country with use of the Czech Army aircraft. The requirement mainly concerned material for the affected population (tents, sleeping bags, kitchen sets) and the equipment for the liquidation of the consequences of floods (power generators, pumps, boats).<\/p>\r\n\r\n\r\n\r\n DEVELOPMENT COOPERATION\nDevelopment cooperation is an important part of foreign policy of the Czech Republic. It promotes security, stability, prosperity and sustainable development as well as human dignity, good services to the citizens and good reputation of the Czech Republic abroad.\n\nDEVELOPMENT COOPERATION WITH INVOLVEMENT OF THE FIRE RESCUE SERVICE PROJECT OF DEVELOPMENT COOPERATION \u201cTHE IMPROVEMENT OF OPERATIONAL COMPETENCE AND PROFICIENCY OF MOLDOVAN FIREFIGHTERS II\u201c<\/p>\r\n\r\n\r\n\r\n SECURITY DEVELOPMENT COOPERATION<\/strong> SECURITY DEVELOPMENT COOPERATION WITH INVOLVEMENT OF THE FIRE RESCUE SERVICE OF THE CZECH REPUBLIC.<\/u><\/strong><\/p>\r\n\r\n\r\n\r\n MOLDOVA<\/strong><\/p>\r\n\r\n\r\n\r\n UKRAINE<\/strong><\/p>\r\n\r\n\r\n\r\n Cooperation with Ukraine is implemented with the aim of renewing the equipment of the Transcarpathian firefighters by means of personal protection equipment, respectively small rescue equipment, thereby improving their material and technical capacities and intervention activities. The reason for choosing Ukraine, specifically the Transcarpathian region, is the historical interconnection of Transcarpathia with the Czech Republic (or Czechoslovakia), which is why the tourists from the Czech Republic are heading to this area. There is also the fact, that equipment of local firefighters is problematic due to the situation in the country and their support will strengthen the goodwill of the Czech Republic with the local population. In 2018, the firefighter helmets were handed over to Ukrainian firefighters. More helmets will be delivered during this year as well as power generators, chainsaws and mobile spotlights. The implementation of the projects improves the current equipment of the Transcarpathian firefighters, leading to an improvement in their ability to deal with emergency situations. In 2018, a Memorandum of Cooperation between the Fire Rescue Service of the Czech Republic and the State Emergency Service of Ukraine was signed. The Fire Rescue Service of the Czech Republic plans to continue in this cooperation also in the future.<\/p>\r\n\r\n\r\n\r\n Z\u00e1sady pro vytv\u00e1\u0159en\u00ed od\u0159ad\u016f Hasi\u010dsk\u00e9ho z\u00e1chrann\u00e9ho sboru \u010cR<\/u><\/strong><\/p>\r\n\r\n\r\n\r\n Pro poskytov\u00e1n\u00ed pomoci v\u00a0r\u00e1mci \u010cR a p\u0159i zapojen\u00ed \u010cR do mezin\u00e1rodn\u00edch z\u00e1chrann\u00fdch operac\u00ed jsou pokynem gener\u00e1ln\u00edho \u0159editele HZS \u010cR \u010d. 13 ze dne 7. 3. 2016, stanoveny z\u00e1sady pro vytv\u00e1\u0159en\u00ed jednotek HZS \u010cR. Od\u0159ady jsou z\u00e1chrann\u00e9 jednotky sestaven\u00e9 z\u00a0hasi\u010d\u016f nejm\u00e9n\u011b dvou jednotek po\u017e\u00e1rn\u00ed ochrany nebo z\u00a0hasi\u010d\u016f nejm\u00e9n\u011b jedn\u00e9 jednotky PO a osob za\u010dlen\u011bn\u00fdch ve slo\u017ece integrovan\u00e9ho z\u00e1chrann\u00e9ho syst\u00e9mu nebo osob poskytuj\u00edc\u00edch osobn\u00ed, resp. v\u011bcnou pomoc.<\/p>\r\n\r\n\r\n\r\n Pro poskytov\u00e1n\u00ed z\u00e1chran\u00e1\u0159sk\u00e9 humanit\u00e1rn\u00ed pomoci do zahrani\u010d\u00ed m\u00e1 HZS \u010cR p\u0159edur\u010deny speci\u00e1ln\u00ed od\u0159ady (tzv. moduly civiln\u00ed ochrany). Mimo tyto od\u0159ady je HZS \u010cR p\u0159ipraven sestavit z\u00e1chrann\u00e9 t\u00fdmy nap\u0159. pro ha\u0161en\u00ed lesn\u00edch po\u017e\u00e1r\u016f nebo pro pomoc p\u0159i sn\u011bhov\u00e9 kalamit\u011b a dal\u0161\u00ed.<\/p>\r\n\r\n\r\n\r\n Dle \u00fa\u010delu nasazen\u00ed se rozli\u0161uj\u00ed tyto od\u0159ady:<\/p>\r\n\r\n\r\n\r\n Moduly civiln\u00ed ochrany \u010cR:<\/p>\r\n\r\n\r\n\r\n Vyhled\u00e1vac\u00ed a z\u00e1chrann\u00e9 pr\u00e1ce v\u00a0obytn\u00fdch oblastech ve st\u0159edn\u011b t\u011b\u017ek\u00fdch a v\u00a0t\u011b\u017ek\u00fdch podm\u00ednk\u00e1ch \u2013 MEDIUM a HEAVY USAR modul<\/strong><\/p>\r\n\r\n\r\n\r\n V\u00a0r\u00e1mci HZS \u010cR jsou vytvo\u0159eny speci\u00e1ln\u00ed z\u00e1chrann\u00e9 jednotky \u2013 USAR od\u0159ady (z\u00a0anglick\u00e9ho Urban Search and Rescue Team \u2013 vyhled\u00e1vac\u00ed a\u00a0z\u00e1chrann\u00fd od\u0159ad do obytn\u00fdch oblast\u00ed). Hlavn\u00edm \u00fakolem USAR od\u0159adu je z\u00e1chrana osob z\u00a0objekt\u016f z\u0159\u00edcen\u00fdch vlivem r\u016fzn\u00fdch jev\u016f, zejm\u00e9na zem\u011bt\u0159esen\u00edm nebo\u00a0v\u00fdbuchem. USAR od\u0159ad je trvale p\u0159ipraven a\u00a0schopen modifikace i\u00a0pro jin\u00fd druh z\u00e1chrann\u00fdch prac\u00ed.<\/p>\r\n\r\n\r\n\r\n \u010clenov\u00e9 od\u0159adu jsou vycvi\u010deni podle mezin\u00e1rodn\u00edch standard\u016f. V \u0159\u00edjnu 2010 byl \u010desk\u00e9mu USAR od\u0159adu ud\u011blen certifik\u00e1t INSARAG\u00a0 \u00da\u0159adu OSN pro koordinaci humanit\u00e1rn\u00ed pomoci, deklaruj\u00edc\u00ed \u00farove\u0148 HEAVY (nejvy\u0161\u0161\u00ed \u00farove\u0148 p\u0159ipravenosti). Na z\u00e1klad\u011b tohoto certifik\u00e1tu se CZERT USAR (Czech Emergency Respone Team se specializac\u00ed USAR) m\u016f\u017ee aktivn\u011b zapojovat do mezin\u00e1rodn\u00edch z\u00e1chrann\u00fdch operac\u00ed v zem\u00edch posti\u017een\u00fdch katastrofou s n\u00e1sledkem z\u0159\u00edcen\u00ed budov. V roce 2015 a nejnov\u011bji v roce 2023 prob\u011bhla \u00fasp\u011b\u0161n\u00e1 recertifikace toho od\u0159adu.<\/p>\r\n\r\n\r\n\r\n Vysokokapacitn\u00ed \u010derp\u00e1n\u00ed vody \u2013 HCP modul<\/strong><\/p>\r\n\r\n\r\n\r\n Z\u00e1chrann\u00e1 jednotka pro od\u010derp\u00e1v\u00e1n\u00ed vody v zaplaven\u00fdch oblastech a na pomoc s\u00a0dod\u00e1v\u00e1n\u00edm vody pro ha\u0161en\u00ed po\u017e\u00e1r\u016f (HCP, z\u00a0anglick\u00e9ho High Capacity Pumping). U HZS \u010cR je HCP modul vytv\u00e1\u0159en z\u00a0op\u011brn\u00fdch bod\u016f HZS \u010cR pro velkoobjemov\u00e9 \u010derp\u00e1n\u00ed vody a d\u00e1lkovou dopravu vody hadicemi a \u010derp\u00e1n\u00ed z\u00a0velk\u00fdch hloubek. HCP modul disponuje speci\u00e1ln\u00edmi velkoobjemov\u00fdmi \u010derpadly (M\u010cS Sigma 1500, M\u010cS Sigma 400 a HFS Hydrosub).<\/p>\r\n\r\n\r\n\r\n Chemick\u00e1, biologick\u00e1, radiologick\u00e1 a jadern\u00e1 detekce a odb\u011br vzork\u016f \u2013 CBRNDET modul<\/strong><\/p>\r\n\r\n\r\n\r\n \u00dakolem modulu CBRNDET (CBRNODET, z\u00a0anglick\u00e9ho Chemical Biological Radiological Nuclear and Sampling) je prov\u00e1d\u011bn\u00ed po\u010d\u00e1te\u010dn\u00edho posouzen\u00ed nebezpe\u010d\u00ed nebo rizika, odb\u011br vzork\u016f, ozna\u010den\u00ed zamo\u0159en\u00e9 oblasti, progn\u00f3za situace a p\u0159\u00edsp\u011bvek k\u00a0okam\u017eit\u00e9mu sn\u00ed\u017een\u00ed rizika souvisej\u00edc\u00edm s\u00a0\u00fanikem l\u00e1tek CBRN (chemick\u00e9, biologick\u00e9, radiologick\u00e9 a jadern\u00e9). Logistickou, technickou a velitelskou podporu zaji\u0161\u0165uj\u00ed t\u011bmto zdravotnick\u00fdm specialist\u016fm \u010dlenov\u00e9 USAR od\u0159adu HZS hl. m. Prahy.<\/p>\r\n\r\n\r\n\r\n Certifikace modul\u016f civiln\u00ed ochrany<\/strong><\/p>\r\n\r\n\r\n\r\n V\u00a0r\u00e1mci EU byl vytvo\u0159en syst\u00e9m tzv. souboru kapacit pro odezvu na mimo\u0159\u00e1dn\u00e9 ud\u00e1losti (EERC \u2013 European Emergency Response Capacity), kter\u00e9 jsou p\u0159edur\u010deny pro poskytov\u00e1n\u00ed mezin\u00e1rodn\u00ed pomoci. Do tohoto souboru je mo\u017en\u00e9 zaregistrovat moduly civiln\u00ed ochrany, kter\u00e9 pro\u0161ly tzv. certifikac\u00ed. Certifikace je proces, kter\u00fd byl EU vytvo\u0159en a zaru\u010duje, \u017ee moduly civiln\u00ed ochrany spl\u0148uj\u00ed ur\u010dit\u00e9 podm\u00ednky. Fire Recue Service of the Czech Republic has also joint Program of the Security development cooperation. This program is part of the official development assistance of the Czech Republic and it is funded from the budget of the Ministry of Foreign Affairs. It is led by the Ministry of the Interior. The program is aimed at strengthening partner structures and facilitating mutual cooperation, preventing safety and security threats or emergencies and indirectly promoting interests of the Czech Republic.<\/p>\r\n\r\n\r\n\r\n\r\n
