Before dispatch, the team commander is given financial reserve in foreign currency (necessary for business trips to abroad, in accordance to the Law on travel compensations) and travel insurance is taken out. Financial reserve in foreign currency is ensured by International Cooperation Department of MoI in cooperation with MoI-DG FRS CR.<\/p>\r\n\r\n\r\n\r\n

CRUCIAL ISSUES FOR DISPATCH OF A RESCUE TEAM TO ABROAD<\/p>\r\n\r\n\r\n\r\n
DISTANCE AND LOCATION<\/strong><\/p>\r\n\r\n\r\n\r\n TYPE OF TRANSPORT<\/strong><\/p>\r\n\r\n\r\n\r\n Cooperation with Ukraine is implemented with the aim of renewing the equipment of the Transcarpathian firefighters by means of personal protection equipment, respectively small rescue equipment, thereby improving their material and technical capacities and intervention activities. The reason for choosing Ukraine, specifically the Transcarpathian region, is the historical interconnection of Transcarpathia with the Czech Republic (or Czechoslovakia), which is why the tourists from the Czech Republic are heading to this area. There is also the fact, that equipment of local firefighters is problematic due to the situation in the country and their support will strengthen the goodwill of the Czech Republic with the local population. In 2018, the firefighter helmets were handed over to Ukrainian firefighters. More helmets will be delivered during this year as well as power generators, chainsaws and mobile spotlights. The implementation of the projects improves the current equipment of the Transcarpathian firefighters, leading to an improvement in their ability to deal with emergency situations. In 2018, a Memorandum of Cooperation between the Fire Rescue Service of the Czech Republic and the State Emergency Service of Ukraine was signed. Hlavn\u00edm \u00fakolem USAR od\u0159adu je z\u00e1chrana osob z objekt\u016f z\u0159\u00edcen\u00fdch vlivem r\u016fzn\u00fdch jev\u016f, zejm\u00e9na zem\u011bt\u0159esen\u00edm nebo v\u00fdbuchem. USAR od\u0159ad je trvale p\u0159ipraven a schopen modifikace i pro jin\u00fd druh z\u00e1chrann\u00fdch prac\u00ed. P\u0159ipojen\u00edm dal\u0161\u00edch specifick\u00fdch modul\u016f pak vznik\u00e1 od\u0159ad nap\u0159. chemicko-analytick\u00fd, povod\u0148ov\u00fd, po\u017e\u00e1rn\u00ed, zdravotnick\u00fd.<\/p>\r\n\r\n\r\n\r\n \u010clenov\u00e9 od\u0159adu jsou vycvi\u010deni podle mezin\u00e1rodn\u00edch standard\u016f. V \u0159\u00edjnu 2010 byl \u010desk\u00e9mu USAR od\u0159adu ud\u011blen certifik\u00e1t INSARAG \u00da\u0159adu OSN pro koordinaci humanit\u00e1rn\u00ed pomoci, deklaruj\u00edc\u00ed \u00farove\u0148 HEAVY (nejvy\u0161\u0161\u00ed \u00farove\u0148 p\u0159ipravenosti). Na z\u00e1klad\u011b tohoto certifik\u00e1tu se CZERT USAR (Czech Emergency Respone Team se specializac\u00ed USAR) m\u016f\u017ee aktivn\u011b zapojovat do mezin\u00e1rodn\u00edch z\u00e1chrann\u00fdch operac\u00ed v zem\u00edch posti\u017een\u00fdch katastrofou s n\u00e1sledkem z\u0159\u00edcen\u00ed budov. V roce 2015 a nejnov\u011bji op\u011bt v roce 2023 prob\u011bhla \u00fasp\u011b\u0161n\u00e1 recertifikace toho od\u0159adu.<\/p>\r\n\r\n\r\n\r\n \u00a0Vysokokapacitn\u00ed \u010derp\u00e1n\u00ed vody \u2013 HCP modul<\/strong><\/p>\r\n\r\n\r\n\r\n Z\u00e1chrann\u00e1 jednotka pro od\u010derp\u00e1v\u00e1n\u00ed vody v zaplaven\u00fdch oblastech a na pomoc s dod\u00e1v\u00e1n\u00edm vody pro ha\u0161en\u00ed po\u017e\u00e1r\u016f (HCP, z anglick\u00e9ho High Capacity Pumping). U HZS \u010cR je HCP modul vytv\u00e1\u0159en z op\u011brn\u00fdch bod\u016f HZS \u010cR pro velkoobjemov\u00e9 \u010derp\u00e1n\u00ed vody a d\u00e1lkovou dopravu vody hadicemi a \u010derp\u00e1n\u00ed z velk\u00fdch hloubek. USAR teams are classified based on the INSARAG methodology which the Czech Republic accepted by the UN General Assembly\u2019s Resolution No. 57\/150 from 16. December 2002, on reinforcement of efficiency and on coordination of assistance in international search and rescue operations. This structure allows two squads of rescuers to work continuously at least for 72 hours in 8-hours shifts,
The USAR team for search and rescue operation abroad and with air transport is composed from fire officers of the Prague Fire Rescue Service, which is big enough for choosing suitable team members \u2013 experienced firefighters with special skills, command practice and knowledge of foreign languages. Closeness to the Prague Airport is important for readiness of the team. There are 66 firefighters of the Prague FRS predetermined for prime engage, i.e. 22 in each shift. All are chosen based on health and psychical abilities, vaccinated, and specially trained. The team for ground transport can be supplied by fire officers from other regional FRSs.\r\n\r\n\r\n\r\n\r\n\r\n<\/li>\r\n

Takto nasazen\u00ed odborn\u00edci jsou pod\u0159\u00edzeni veliteli z\u00e1chrann\u00e9ho od\u0159adu.
S\u00edly a prost\u0159edky, p\u0159\u00edpadn\u011b odborn\u00edci, jsou zapojeni do IZS \u010cR a pln\u00ed deklarovan\u00e9 \u00fakoly na teritoriu \u010cR. Pouze ti, kte\u0159\u00ed spl\u0148uj\u00ed stanoven\u00e9 p\u0159edpoklady, jsou pak vy\u010dlen\u011bni pro mo\u017en\u00e9 vysl\u00e1n\u00ed na mezin\u00e1rodn\u00ed z\u00e1chrann\u00e9 operace. Znamen\u00e1 to tedy, \u017ee ve sv\u00e9 odbornosti jsou \u0161koleni a cvi\u010deni standardn\u00edm zp\u016fsobem.
