Czech firefighters in Thailand<\/u><\/strong><\/p>\n

Close attention was paid to the large-scale search and rescue mission at the turn of June and July of this year in the Tham Luang cave in northern Thailand, which was flooded by torrential rains. A total of twelve boys and their football coach were trapped inside. The Czech Republic also actively participated in the aid and, as the only member state of the European Union, offered help in the form of deploying a reconnaissance group - firefighter experts. In the initial phase, the Czech Republic came with an offer of high-capacity pumps, and it was these Czech firefighters who were to verify the possibility of their use in the location.<\/p>\n

Minister of the Interior and Acting Minister of Foreign Affairs of the Czech Republic, Jan Ham\u00e1\u010dek, in agreement with the Director General of the FRS of the Czech Republic, Maj. Gen. Ing. Drahoslav Ryba decided to deploy two members of the Fire Rescue Service of the Czech Republic, they flew to Thailand on Friday 6 July 2018.<\/p>\n

The MoI-DG FRS CR unit, composed of David Kare\u0161 and Petr Vodi\u010dka, worked in Thailand from 6 to 11 July 2018 to assess the situation. On Saturday 7 July 7 in the afternoon, the two experienced Czech firefighters started their activities on site, during which they participated in informative meetings with representatives of local authorities (Governor of Chiang Rai Province, King's Guard...) and then practically explored the possibilities of using pumps that were offered to the Thai side at the initial stage of the operation. Czech experts ruled out the possibility of deploying high-capacity pumps, due to the unsuitable terrain profile and ongoing successful water pumping. Subsequently, after consultation with the management of the DG FRS CR, they offered the Thai side a smaller type of high-performance sludge pumps along with the necessary equipment, which would be operated by a team of firefighters and divers. Such a team with pumps could be on site within 48 hours. The Czech firefighters subsequently joined the negotiations with the management of the team responsible for pumping out the water, they discussed the possibilities of optimal pumping from the back of the cave with the use of appropriately selected electrical wiring.<\/p>\n

In the following hours, the decision was made to start rescuing the boys from the cave and to transport them to the hospital, during which time the Czech side was asked to remain on standby until our help in the form of sludge pumps with the team would be requested.<\/p>\n

The Czech firefighters were checking the options for the transport of material from the airport, the transport capacity on site and the security of the team. At the same time, they monitored developments, continued the successful evacuation of the boys from the cave, and consulted the water pumping with the local rescue team.<\/p>\n

Thajsko nakonec \u010deskou nab\u00eddku pomoci nevyu\u017eilo. Ze\u00a0z\u00e1v\u011br\u016f zastupitelsk\u00e9ho \u00fa\u0159adu vypl\u00fdv\u00e1, \u017ee pokud by byla \u010cesk\u00e1 republika o pomoc po\u017e\u00e1d\u00e1na, znamenalo by to krizov\u00fd sc\u00e9n\u00e1\u0159, tzn. dosavadn\u00ed zp\u016fsob od\u010derp\u00e1v\u00e1n\u00ed vody ze zadn\u00ed \u010d\u00e1sti jeskyn\u011b by nefungoval, p\u0159\u00edvalov\u00e9 monzunov\u00e9 de\u0161t\u011b by celou situace je\u0161t\u011b zhor\u0161ily a do\u0161lo by tedy k\u00a0p\u0159eru\u0161en\u00ed evakuace zb\u00fdvaj\u00edc\u00edch chlapc\u016f a tren\u00e9ra z\u00a0jeskyn\u011b.<\/p>\n

Na z\u00e1klad\u011b vyhodnocen\u00ed zahrani\u010dn\u00ed akce rekognoska\u010dn\u00ed skupiny\u00a0bude navr\u017eeno praktick\u00e9 ov\u011b\u0159en\u00ed navr\u017een\u00e9ho technick\u00e9ho \u0159e\u0161en\u00ed tak, aby bylo mo\u017eno v\u00a0obdobn\u00fdch situac\u00edch efektivn\u011b nasadit jednotky HZS \u010cR. Bude zpracov\u00e1n n\u00e1vrh na dopln\u011bn\u00ed modulu pro velkokapacitn\u00ed \u010derp\u00e1n\u00ed o mo\u017enost \u010derp\u00e1n\u00ed z\u00a0rozs\u00e1hl\u00fdch a obt\u00ed\u017en\u011b p\u0159\u00edstupn\u00fdch prostor \u2013 jeskynn\u00ed syst\u00e9my, kolektorov\u00e9 syst\u00e9my, zatrubn\u011bn\u00e9 vodn\u00ed toky apod.<\/p>\n

Na velmi dobr\u00e9 \u00farovni prob\u00edhala komunikace s\u00a0vedouc\u00edm zastupitelsk\u00e9ho \u00fa\u0159adu v\u00a0Bangkoku\u00a0\u00a0s Ing. Markem Lib\u0159ick\u00fdm a jeho z\u00e1stupcem Mgr. Ale\u0161em Vyte\u010dkou a prost\u0159ednictv\u00edm nich d\u00e1le i s\u00a0m\u00edstn\u00edmi \u00fa\u0159ady. Z\u00e1stupce thajsk\u00e9ho ministerstva zahrani\u010dn\u00edch v\u011bc\u00ed Raschada Jiwalai velice ocenil snahu \u010desk\u00e9ho st\u00e1tu o poskytnut\u00ed mezin\u00e1rodn\u00ed pomoci, zejm\u00e9na vyzdvihl nab\u00eddku vysoce kvalitn\u00edch \u010derpadel a mo\u017enost jejich dod\u00e1n\u00ed do 48 hodin.<\/p>\n
