Humanitarian aid is governed by Act No. 151\/2010 Coll. on international development cooperation and humanitarian assistance abroad. Humanitarian assistance abroad is the set of activities financed from the national budget in order to prevent loss of life and injury, to alleviate suffering and to restore basic living conditions after an emergency, to mitigate long-lasting consequences of emergencies and to prevent their occurrence and negative consequences.
\nHumanitarian aid includes both ad hoc response to natural or man-made disasters, and aid in long-term (complex) humanitarian crises and disaster prevention.<\/p>\n
St\u00e1tn\u00ed humanit\u00e1rn\u00ed pomoc \u010cR do zahrani\u010d\u00ed je realizov\u00e1na z finan\u010dn\u00edch zdroj\u016f alokovan\u00fdch v rozpo\u010dtu Ministerstva zahrani\u010dn\u00edch v\u011bc\u00ed. Z tohoto rozpo\u010dtu lze financovat zejm\u00e9na tyto formy humanit\u00e1rn\u00ed pomoci poskytovan\u00e9 do zahrani\u010d\u00ed:<\/p>\n
a) materi\u00e1ln\u00ed pomoc poskytnut\u00edm pot\u0159ebn\u00e9ho majetku ve form\u011b daru do posti\u017een\u00e9 oblasti po vzniku mimo\u0159\u00e1dn\u00e9 ud\u00e1losti,
\nb) pen\u011b\u017en\u00ed dary do zahrani\u010d\u00ed,
\nc) finan\u010dn\u00ed p\u0159\u00edsp\u011bvky ve\u0159ejn\u00fdm instituc\u00edm a nevl\u00e1dn\u00edm neziskov\u00fdm organizac\u00edm v zahrani\u010d\u00ed,
\nd) p\u0159\u00edsp\u011bvky mezin\u00e1rodn\u00edm organizac\u00edm a integra\u010dn\u00edm seskupen\u00edm,
\ne) dotace nevl\u00e1dn\u00edm neziskov\u00fdm organizac\u00edm v \u010cesk\u00e9 republice na poskytov\u00e1n\u00ed humanit\u00e1rn\u00ed pomoci do zahrani\u010d\u00ed st\u00e1t\u016fm mimo Evropskou unii a Evropsk\u00fd hospod\u00e1\u0159sk\u00fd prostor,
\nf) zapojov\u00e1n\u00ed do mezin\u00e1rodn\u00edch z\u00e1chrann\u00fdch operac\u00ed vys\u00edl\u00e1n\u00edm z\u00e1chran\u00e1\u0159\u016f nebo odborn\u00edk\u016f s pot\u0159ebn\u00fdm vybaven\u00edm podle z\u00e1kona \u010d. 239\/2000 Sb., o integrovan\u00e9m z\u00e1chrann\u00e9m syst\u00e9mu a o zm\u011bn\u011b n\u011bkter\u00fdch z\u00e1kon\u016f.<\/p>\n
Article 9 of Act No. 151\/2010 Coll., on international development cooperation and humanitarian assistance abroad, the Ministry of Interior provides humanitarian aid to EU member states and other states of the European Economic Area and decides on its scope and form.<\/p>\n
V roce 2012 byly na humanit\u00e1rn\u00ed pomoc \u010cR do zahrani\u010d\u00ed vy\u010dlen\u011bny prost\u0159edky ve v\u00fd\u0161i 73 mil. K\u010d. Na z\u00e1klad\u011b Opera\u010dn\u00ed strategie humanit\u00e1rn\u00ed pomoci \u010cR na rok 2012, jej\u00edho st\u0159edn\u011bdob\u00e9ho vyhodnocen\u00ed i pr\u016fb\u011b\u017en\u00e9ho vyhodnocov\u00e1n\u00ed glob\u00e1ln\u00edch humanit\u00e1rn\u00edch pot\u0159eb bylo b\u011bhem roku podpo\u0159eno celkem 33 humanit\u00e1rn\u00edch projekt\u016f v 21 zem\u00edch.<\/strong> Z\u00e1chran\u00e1\u0159skou a materi\u00e1ln\u00ed humanit\u00e1rn\u00ed pomoc do zahrani\u010d\u00ed \u010cesk\u00e1 republika v pr\u016fb\u011bhu roku 2012 nerealizovala, proto\u017ee jej\u00ed poskytnut\u00ed by vzhledem ke vzd\u00e1lenosti nebylo efektivn\u00ed nebo \u010cR nedisponovala po\u017eadovan\u00fdmi komoditami.<\/p>\n V \u0159\u00edjnu 2012 se \u010cesk\u00e1 republika zapojila do \u0159e\u0161en\u00ed humanit\u00e1rn\u00ed krize v Jord\u00e1nsku. V Jord\u00e1nsku nastala slo\u017eit\u00e1 situace v souvislosti s masivn\u00edm p\u0159\u00edlivem syrsk\u00fdch uprchl\u00edk\u016f. Evropsk\u00e1 unie se do Jord\u00e1nska rozhodla vyslat expertn\u00ed t\u00fdm, kter\u00fd na m\u00edst\u011b vyhodnotil situaci a koordinoval p\u0159\u00edjem humanit\u00e1rn\u00ed pomoci z EU. Za \u010ceskou republiku byl do vyhodnocovac\u00edho a koordina\u010dn\u00edho t\u00fdmu Monitorovac\u00edho a informa\u010dn\u00edho centra EU nominov\u00e1n plk. Ing Vladim\u00edr Vl\u010dek PhD., n\u00e1m\u011bstek krajsk\u00e9ho \u0159editele pro integrovan\u00fd z\u00e1chrann\u00fd syst\u00e9m Moravskoslezsk\u00e9ho kraje. Pro jeho bohat\u00e9 zku\u0161enosti z podobn\u00fdch mis\u00ed byl i n\u00e1sledn\u011b vybr\u00e1n Evropskou komis\u00ed jako velitel t\u00fdmu.
