Po\u017e\u00e1r se postupn\u011b roz\u0161\u00ed\u0159il a tragicky zahynulo 6 osob, kter\u00e9 se na ha\u0161en\u00ed po\u017e\u00e1ru pod\u00edlely. Vzhledem k tomu, \u017ee Slovensk\u00e1 republika m\u011bla k dispozici pouze jeden vrtuln\u00edk, co\u017e v t\u011b\u017ece p\u0159\u00edstupn\u00e9m horsk\u00e9m ter\u00e9nu bylo pro zvl\u00e1dnut\u00ed st\u00e1le se \u0161\u00ed\u0159\u00edc\u00edho po\u017e\u00e1ru nedostate\u010dn\u00e9, bylo Ministerstvo vnitra \u010cesk\u00e9 republiky 25. 10. 2000 po\u017e\u00e1d\u00e1no o poskytnut\u00ed rychl\u00e9 pomoci k ha\u0161en\u00ed lesn\u00edch porost\u016f alespo\u0148 jedn\u00edm vrtuln\u00edkem.<\/p>\n<p>Po obvykl\u00fdch no\u010dn\u00edch p\u0159\u00edprav\u00e1ch startuje ve \u010dtvrtek 26. 10. v 6.10 hodin Bell-412 B-4369 z Prahy do Ostravy a pokra\u010duje na leti\u0161t\u011b Poprad Tatry, kde p\u0159ist\u00e1v\u00e1 v 9.00 hodin. Po domluv\u011b s velitelem leteck\u00e9 \u010d\u00e1sti z\u00e1sahu F. Bala\u017ekou, kapit\u00e1nem do akce nasazen\u00e9ho a v t\u00e9 dob\u011b jedin\u00e9ho vrtuln\u00edku Mi-8P letky Ministerstva vnitra Slovensk\u00e9 republiky, byl ji\u017e v 10.00 hodin zah\u00e1jen hasebn\u00ed z\u00e1sah. V bl\u00edzkosti po\u017e\u00e1ru se nenach\u00e1zel \u017e\u00e1dn\u00fd vhodn\u00fd zdroj vody, proto Hasi\u010dsk\u00fd sbor SR vytvo\u0159il na nejbli\u017e\u0161\u00ed vhodn\u00e9 plo\u0161e u obce Hrabu\u0161ice plnic\u00ed stanovi\u0161t\u011b. To tvo\u0159ily dv\u011b cisterny, kter\u00e9 st\u0159\u00eddav\u011b zav\u00e1\u017eely t\u0159et\u00ed, plnic\u00ed cisternu. Z t\u00e9 vedly t\u0159i hadice zakon\u010den\u00e9 koncovkou z novodurov\u00e9 trubky. Toto \u0159e\u0161en\u00ed umo\u017e\u0148ovalo deseti\u010dlenn\u00e9mu dru\u017estvu rychle naplnit vak, v na\u0161em p\u0159\u00edpad\u011b za 30 vte\u0159in, a z\u00e1rove\u0148 p\u0159idat d\u00e1vku pyrocoolu. Odpoledne se k ha\u0161en\u00ed p\u0159ipojila polsk\u00e1 pos\u00e1dka firmy Heliso ze Swidniku s vrtuln\u00edkem PZL W-3 Sokol. Tato pos\u00e1dka m\u011bla s leteck\u00fdm ha\u0161en\u00edm velk\u00e9 zku\u0161enosti, proto\u017ee ka\u017ed\u00e9 l\u00e9to jejich firma prov\u00e1d\u00ed ha\u0161en\u00ed a po\u017e\u00e1rn\u00ed hotovost ve \u0160pan\u011blsku. Z\u00e1rove\u0148 se p\u0159ipojila pos\u00e1dka slovensk\u00e9 firmy ATE s Mi-8P, kter\u00e9 Pol\u00e1ci poskytli hasic\u00ed vak. Jedin\u00e9 zdr\u017een\u00ed zp\u016fsobila nutnost p\u0159el\u00e9t\u00e1vat na leti\u0161t\u011b Poprad k pln\u011bn\u00ed paliva, co\u017e bylo druh\u00fd den vy\u0159e\u0161eno p\u0159istaven\u00edm cisterny s palivem p\u0159\u00edmo na plochu v Hrabu\u0161ic\u00edch. P\u0159i rotaci \u010dty\u0159 vrtuln\u00edk\u016f za\u010dalo doch\u00e1zet ke zdr\u017een\u00ed p\u0159i pln\u011bn\u00ed vodou, proto bylo vytvo\u0159eno druh\u00e9 plnic\u00ed stanovi\u0161t\u011b. D\u00edky dobr\u00e9 koordinaci, dostate\u010dn\u00e9 frekvenci shoz\u016f a snaze hasi\u010d\u016f na zemi se prvn\u00ed den poda\u0159ilo po\u017e\u00e1r stabilizovat, tak\u017ee nedo\u0161lo k dal\u0161\u00edmu v\u00fdznamn\u00e9mu \u0161\u00ed\u0159en\u00ed. V tu dobu bylo zasa\u017eeno 60 ha lesa v ter\u00e9nu, kde na n\u011bkter\u00e1 m\u00edsta museli hasi\u010di sla\u0148ovat, vodu nebylo mo\u017en\u00e9 dopravovat po zemi a po\u017e\u00e1r se \u0161\u00ed\u0159il pod ter\u00e9nem a ve skaln\u00edch rozsedlin\u00e1ch. Ke zv\u00fd\u0161en\u00ed mo\u017enosti ha\u0161en\u00ed byla na paseku u \u010d\u00e1sti po\u017e\u00e1ru dopravena v podv\u011bsu Mi-8P ocelov\u00e1 n\u00e1dr\u017e o objemu 1 500 l s \u010derpadlem a hadicemi, do kter\u00e9 jsme pr\u016fb\u011b\u017en\u011b zav\u00e1\u017eeli pomoc\u00ed Bambi vaku vodu. Ke komunikaci a nav\u00e1d\u011bn\u00ed na c\u00edl jsme s v\u00fdhodou pou\u017e\u00edvali stanice s kan\u00e1ly HZS \u010cR zastav\u011bn\u00e9 ve vrtuln\u00edku.<\/p>\n<p>Dne 27. 10. 2000 za\u010dalo ha\u0161en\u00ed \u010dty\u0159mi vrtuln\u00edky ji\u017e v 7.30 hodin. Z\u00e1rove\u0148 byly na \u00fasek v h\u0159ebenov\u00e9 \u010d\u00e1sti nasazeny dva letouny Z-137T. Ty byly posl\u00e9ze odvol\u00e1ny, nebo\u0165 ostatn\u00ed ter\u00e9n omezoval \u00fa\u010dinnost jejich z\u00e1sahu. Od rann\u00edch hodin byl tedy vytvo\u0159en funguj\u00edc\u00ed, nep\u0159etr\u017eit\u00fd &#8222;\u0159et\u011bz&#8220; vrtuln\u00edk\u016f, kter\u00fd odpoledne pos\u00edlily dva vrtuln\u00edky Mi-17 Arm\u00e1dy Ma\u010farsk\u00e9 republiky. \u0160est vrtuln\u00edk\u016f s vaky o objemu 800 l, 1 200 l, 1 800 l a 2 400 l tento den pomohlo uhasit n\u011bkter\u00e1 ohniska a situace se v\u00fdrazn\u011b zlep\u0161ila.<\/p>\n<p>Dal\u0161\u00ed den prob\u00edhalo ha\u0161en\u00ed obdobn\u00fdm zp\u016fsobem, p\u0159i\u010dem\u017e jsme uhasili i jin\u00e9 ohnisko po\u017e\u00e1ru vzd\u00e1len\u00e9 5 km na v\u00fdchod. K lep\u0161\u00edmu nav\u00e1d\u011bn\u00ed na c\u00edl byly tento den pou\u017e\u00edv\u00e1ny barevn\u00e9 d\u00fdmovnice. Proto\u017ee byly neust\u00e1le nasazeny alespo\u0148 t\u0159i vrtuln\u00edky, byla po celou dobu udr\u017eena frekvence shoz\u016f a z\u00e1sah byl st\u00e1le \u00fasp\u011b\u0161n\u011bj\u0161\u00ed. Ve\u010der mohl \u0161t\u00e1b velitele z\u00e1sahu konstatovat, \u017ee po\u017e\u00e1r je pod kontrolou a z v\u011bt\u0161\u00ed \u010d\u00e1sti uha\u0161en. Z\u00e1rove\u0148 velitel z\u00e1sahu situaci vyhodnotil tak, \u017ee bez nasazen\u00ed vrtuln\u00edk\u016f by ji vy\u0159e\u0161ila pouze zm\u011bna po\u010das\u00ed. V ned\u011bli 29. 10. 2000 r\u00e1no jsme dostali krom\u011b osobn\u00edho pod\u011bkov\u00e1n\u00ed od ministra \u017eivotn\u00edho prost\u0159ed\u00ed SR a z\u00fa\u010dastn\u011bn\u00fdch velitel\u016f hasi\u010d\u016f a policie pokyn k odletu do Prahy, kde jsme p\u0159ist\u00e1li ve 13.00 hodin.<\/p>\n<h5>KDY POU\u017d\u00cdT HA\u0160EN\u00cd POMOC\u00cd VRTULN\u00cdK\u016e<\/h5>\n<p>V\u00fdhodou vrtuln\u00edk\u016f pou\u017e\u00edvan\u00fdch v mnoha oblastech je jejich mobilita a mo\u017enost dostat se na m\u00edsta jin\u00fdmi prost\u0159edky t\u011b\u017eko, p\u0159\u00edpadn\u011b v\u016fbec, nedosa\u017eiteln\u00e1 a prov\u00e9st zde po\u017eadovanou \u010dinnost. Zde se uplat\u0148uje to, pro\u010d byly vrtuln\u00edky vyvinuty, tedy mo\u017enost pou\u017eit\u00ed velk\u00e9ho mno\u017estv\u00ed ploch pro vzlet a p\u0159ist\u00e1n\u00ed, schopnost zaviset ve vzduchu a mo\u017enost p\u0159epravy osob a n\u00e1kladu v kabin\u011b a na vn\u011bj\u0161\u00edm podv\u011bsu. V na\u0161em p\u0159\u00edpad\u011b to je pou\u017eit\u00ed pro ha\u0161en\u00ed, a to jak dopravu hasiva a jeho vypou\u0161t\u011bn\u00ed na c\u00edlen\u00e1 m\u00edsta, tak i p\u0159epravou osob a vybaven\u00ed. Jedn\u00e1 se p\u0159edev\u0161\u00edm o po\u017e\u00e1ry v t\u011b\u017ek\u00fdch ter\u00e9nn\u00edch podm\u00ednk\u00e1ch, v lesnat\u00e9m a hornat\u00e9m ter\u00e9nu, nep\u0159\u00edstupn\u00e9m pro kolovou techniku a tam, kde klasick\u00e9 letouny nemaj\u00ed dostate\u010dn\u011b bl\u00edzkou plochu k p\u0159ist\u00e1n\u00ed, p\u0159\u00edpadn\u011b charakter ter\u00e9nu jejich vyu\u017eit\u00ed omezuje. Je z\u00e1rove\u0148 t\u0159eba br\u00e1t v \u00favahu, \u017ee provoz vrtuln\u00edku je dra\u017e\u0161\u00ed ne\u017e provoz letounu o srovnateln\u00e9 nosnosti. Z tohoto d\u016fvodu je tak\u00e9 ekonomicky velmi n\u00e1ro\u010dn\u00e9 provozov\u00e1n\u00ed speci\u00e1ln\u00edch hasic\u00edch vrtuln\u00edk\u016f, kter\u00e9 sice maj\u00ed v\u011bt\u0161\u00ed \u00fa\u010dinnost, ale jejich jin\u00e9 vyu\u017eit\u00ed je omezen\u00e9.<\/p>\n<h5>PODM\u00cdNKY PRO \u00daSP\u011a\u0160N\u00c9 NASAZEN\u00cd VRTULN\u00cdK\u016e<\/h5>\n<p>V\u010dasn\u00e9 nasazen\u00ed &#8211; spr\u00e1vn\u00e9 kvalifikovan\u00e9 a v\u010dasn\u00e9 rozhodnut\u00ed o nasazen\u00ed omezuje mo\u017enost roz\u0161\u00ed\u0159en\u00ed po\u017e\u00e1ru a z\u00e1sadn\u011b zvy\u0161uje \u0161anci na \u00fasp\u011b\u0161n\u00fd z\u00e1sah.<\/p>\n<p>Dostate\u010dn\u00e1 koncentrace sil &#8211; jak z informac\u00ed pos\u00e1dek, kter\u00e9 prov\u00e1d\u011bj\u00ed ha\u0161en\u00ed v Turecku a \u0160pan\u011blsku, tak z vlastn\u00edch zku\u0161enost\u00ed m\u016f\u017eeme \u0159\u00edci, \u017ee pro \u00fasp\u011b\u0161n\u00fd z\u00e1sah je pot\u0159ebn\u00e1 frekvence jeden shoz do p\u011bti minut, v\u011bt\u0161\u00ed interval sni\u017euje \u00fa\u010dinnost. Od toho se v z\u00e1vislosti na vzd\u00e1lenosti zdroje vody odv\u00edj\u00ed pot\u0159ebn\u00fd po\u010det vrtuln\u00edk\u016f. Ten lze ovlivnit v\u00fdb\u011brem bezpe\u010dn\u00e9 plochy pro pln\u011bn\u00ed vak\u016f pozemn\u00edm stanovi\u0161t\u011bm co nejbl\u00ed\u017ee k po\u017e\u00e1ru. Z\u00e1rove\u0148 je vhodn\u00e9 na t\u00e9to plo\u0161e zabezpe\u010dit pln\u011bn\u00ed paliva. Je tak\u00e9 nezbytn\u00e9 m\u00edt v m\u00edst\u011b z\u00e1sahu dostate\u010dn\u00e9 pozemn\u00ed s\u00edly k ru\u010dn\u00edmu doha\u0161en\u00ed.<\/p>\n<p>\u0158\u00edzen\u00ed a koordinace &#8211; v\u00fdhodou je mo\u017enost rekognoskace ter\u00e9nu velitelem z\u00e1sahu, p\u0159\u00edpadn\u011b jeho p\u0159\u00edtomnost na palub\u011b b\u011bhem ha\u0161en\u00ed. K zabezpe\u010den\u00ed koordinace a spr\u00e1vn\u00e9ho naveden\u00ed je nutn\u00e9 vybaven\u00ed jak pos\u00e1dek, tak pozemn\u00edch \u010d\u00e1st\u00ed co nejpodrobn\u011bj\u0161\u00edmi mapami a jasn\u00e9 ozna\u010den\u00ed orienta\u010dn\u00edch bod\u016f a \u00fasek\u016f z\u00e1sahu, a to i pomoc\u00ed GPS. Osv\u011bd\u010dilo se pozemn\u00ed naveden\u00ed, vy\u017eaduje v\u0161ak vybavenost stejn\u00fdmi r\u00e1diov\u00fdmi poj\u00edtky. Dob\u0159e funguje i vyzna\u010den\u00ed \u00faseku z\u00e1sahu barevn\u00fdmi d\u00fdmovnicemi.<\/p>\n<p>Rychlost a v\u00fd\u0161ka shozu &#8211; v m\u00e1lo zalesn\u011bn\u00e9m ter\u00e9nu se pou\u017e\u00edv\u00e1 v\u011bt\u0161\u00ed v\u00fd\u0161ka a rychlost shozu k dosa\u017een\u00ed dostate\u010dn\u011b velk\u00e9 hasic\u00ed stopy, tj. v\u00fd\u0161ka 30 &#8211; 50 m a rychlost 100 &#8211; 120 km\/h, mal\u00e1 rychlost a v\u00fd\u0161ka v otev\u0159en\u00e9m ter\u00e9nu m\u016f\u017ee zp\u016fsobit i rozdm\u00fdch\u00e1n\u00ed ohn\u011b mimo hasivem zasa\u017eenou \u010d\u00e1st a z\u00e1rove\u0148 ohe\u0148 malou stopu rychle obejde. Ale v p\u0159\u00edpad\u011b po\u017e\u00e1ru ve vzrostl\u00e9m lese je takto v\u011bt\u0161ina hasiva zachycena v korun\u00e1ch strom\u016f, proto je nutn\u00e9 sn\u00ed\u017eit rychlost na 40 &#8211; 60 km\/h a v\u00fd\u0161ku na 20 &#8211; 30 metr\u016f, aby korunami pro\u0161lo dostate\u010dn\u00e9 mno\u017estv\u00ed vody. Vrtulov\u00fd v\u00edr je v tomto p\u0159\u00edpad\u011b eliminov\u00e1n stromy.<\/p>\n<p>Letov\u00e1 dohlednost &#8211; je omezuj\u00edc\u00edm faktorem pro nasazen\u00ed. Je-li v prostoru souvisl\u00e1 obla\u010dnost dosahuj\u00edc\u00ed k \u00farovni ter\u00e9nu, m\u016f\u017ee b\u00fdt nasazen\u00ed znemo\u017en\u011bno. Stejn\u011b tak m\u016f\u017ee p\u016fsobit i kou\u0159. Zplodiny ho\u0159en\u00ed tak\u00e9 mohou zp\u016fsobit i vysazen\u00ed motoru. Postup z\u00e1sahu pak velitel stanovuje s ohledem na sm\u011br v\u011btru, aby p\u0159\u00edlet a odlet byl prov\u00e1d\u011bn z n\u00e1v\u011btrn\u00e9 strany, p\u0159\u00edpadn\u011b s bo\u010dn\u00edm v\u011btrem.<\/p>\n<p>Turbulence v horsk\u00e9m prost\u0159ed\u00ed &#8211; siln\u00fd v\u00edtr a turbulence m\u016f\u017ee \u010dinnost omezit. Na z\u00e1v\u011btrn\u00fdch stran\u00e1ch kopc\u016f vznikaj\u00ed rotory, tj. oblasti prudce stoupaj\u00edc\u00edho a klesaj\u00edc\u00edho vzduchu, kter\u00e9 ohro\u017euj\u00ed bezpe\u010dnost letu. Z\u00e1rove\u0148 je pilot nucen vzhledem k d\u00fdmu prov\u00e1d\u011bt n\u00e1let z n\u00e1v\u011btrn\u00e9 strany. Zvl\u00e1\u0161t\u011b p\u0159i letu malou rychlost\u00ed po v\u011btru a n\u00e1letu do svahu vznik\u00e1 nebezpe\u010d\u00ed vzniku &#8222;v\u00edrov\u00e9ho prstence&#8220;, kdy vrtuln\u00edk ztr\u00e1c\u00ed podstatnou \u010d\u00e1st vertik\u00e1ln\u00ed slo\u017eky tahu. Tak\u00e9 man\u00e9vrovatelnost pln\u011b nalo\u017een\u00e9ho vrtuln\u00edku je omezena.<\/p>\n<p>Vycvi\u010denost pos\u00e1dky &#8211; p\u0159edev\u0161\u00edm k ha\u0161en\u00ed v hor\u00e1ch je t\u0159eba p\u0159istupovat s velkou pokorou a pe\u010dliv\u011b v\u00e1\u017eit rizika spojen\u00e1 s touto prac\u00ed. Pos\u00e1dky jsou b\u011bhem ha\u0161en\u00ed vystaveny mnohdy zna\u010dn\u00e9mu stresu, \u00fanav\u011b, d\u00fdmov\u00e9 expozici a neust\u00e1l\u00e9mu tlaku v rozhodovac\u00edm procesu. Tuto \u010dinnost by m\u011bla prov\u00e1d\u011bt jen n\u00e1le\u017eit\u011b vycvi\u010den\u00e1 pos\u00e1dka s dostate\u010dn\u00fdmi letov\u00fdmi zku\u0161enostmi a s dostate\u010dnou znalost\u00ed vlastn\u00edch sil a schopnost\u00ed.<\/p>\n<p>V na\u0161\u00ed republice pot\u0159eba z\u00e1sahu u tak rozs\u00e1hl\u00e9ho po\u017e\u00e1ru zat\u00edm nenastala. Pokud srovn\u00e1me podm\u00ednky na\u0161ich zalesn\u011bn\u00fdch prostor, p\u0159edev\u0161\u00edm pohrani\u010dn\u00edch poho\u0159\u00ed, jejich chr\u00e1n\u011bn\u00fdch m\u00edst a rezervac\u00ed, nelze vznik takov\u00e9to katastrof\u00e1ln\u00ed situace do budoucnosti vylou\u010dit. \u00dasp\u011b\u0161n\u00e9 \u0159e\u0161en\u00ed takov\u00e9 situace v r\u00e1mci IZS mohou pomoci i zku\u0161enosti, kter\u00e9 jsme v roce 2000 s touto \u010dinnost\u00ed p\u0159i mis\u00edch mezin\u00e1rodn\u00ed pomoci vl\u00e1dy \u010cesk\u00e9 republiky z\u00edskali.<\/p>\n<p>Vy\u0161lo v \u010dasopisu 150 HO\u0158\u00cd \u010d\u00edslo 3\/2001: \u010ce\u0161i op\u011bt u lesn\u00edho po\u017e\u00e1ru za hranicemi &#8211; Ha\u0161en\u00ed pomoc\u00ed vrtuln\u00edku<br \/>\npplk.
