N\u00e1m\u011btem cvi\u010den\u00ed byla rozs\u00e1hl\u00e1 pr\u016fmyslov\u00e1 hav\u00e1rie v chemick\u00e9 tov\u00e1rn\u011b s \u00fanikem nebezpe\u010dn\u00fdch chemick\u00fdch l\u00e1tek. Po vykolejen\u00ed \u017eelezni\u010dn\u00edho vag\u00f3nu n\u00e1sleduje rozs\u00e1hl\u00fd po\u017e\u00e1r s exploz\u00ed, p\u0159i n\u011bm\u017e z\u016fst\u00e1vaj\u00ed des\u00edtky mrtv\u00fdch a ran\u011bn\u00fdch osob. Aby se zabr\u00e1nilo \u00faniku toxick\u00fdch produkt\u016f, je t\u0159eba ut\u011bsnit dal\u0161\u00ed po\u0161kozen\u00e9 vag\u00f3ny. Oblak toxick\u00fdch plyn\u016f ohro\u017euje obyvatelstvo. P\u0159i vlastn\u00edm z\u00e1sahu byly vyzkou\u0161eny \u010dinnosti zasahuj\u00edc\u00edch jednotek jako je vyty\u010den\u00ed z\u00f3n, l\u00e9ka\u0159sk\u00e1 prvn\u00ed pomoc a t\u0159\u00edd\u011bn\u00ed ran\u011bn\u00fdch s n\u00e1slednou dekontaminac\u00ed, evakuace pop\u00e1len\u00fdch a ran\u011bn\u00fdch a toxickou l\u00e1tkou zasa\u017een\u00fdch osob. Byl procvi\u010dov\u00e1n chemick\u00fd pr\u016fzkum s identifikac\u00ed a detekc\u00ed toxick\u00fdch par a plyn\u016f nebezpe\u010dn\u00fdch chemick\u00fdch l\u00e1tek, dekontaminace zasahuj\u00edc\u00edch jednotek a obyvatelstva a jejich evakuace, likvidace kapaln\u00fdch a pevn\u00fdch toxick\u00fdch produkt\u016f a dekontaminace ter\u00e9nu. Cvi\u010den\u00ed m\u011blo \u010dty\u0159i stupn\u011b a konalo se ve dvou denn\u00edch period\u00e1ch, po kter\u00fdch bylo v\u017edy p\u0159eru\u0161eno.<\/p>\n<p><strong>ZASTOUPEN\u00cd NA CVI\u010cEN\u00cd:<\/strong><\/p>\n<p>Hlavn\u00edm organiz\u00e1torem a \u00fa\u010dastn\u00edkem cvi\u010den\u00ed byla Francie, dal\u0161\u00edmi aktivn\u00edmi \u00fa\u010dastn\u00edky byly SRN, It\u00e1lie, Belgie a \u010cesk\u00e1 republika. Speci\u00e1ln\u00ed jeden\u00e1cti\u010dlenn\u00fd od\u0159ad \u010desk\u00fdch hasi\u010d\u016f z Jihomoravsk\u00e9ho kraje s velitelem a z\u00e1stupcem velitele se vydal na cestu dne 9. 4. 2005. T\u00fdm doplnil z\u00e1stupce z HZS Karlovarsk\u00e9ho kraje, kter\u00fd p\u0159i cvi\u010den\u00ed plnil roli sty\u010dn\u00e9ho d\u016fstojn\u00edka.<br \/>\nDo Valence dorazil po absolvov\u00e1n\u00ed 1600 km a po 26 hodin\u00e1ch str\u00e1ven\u00fdch na silnici.\u00a0<strong>Domn\u00edv\u00e1me se, \u017ee v re\u00e1ln\u00e9 situaci by m\u011blo smysl pos\u00edlat do zahrani\u010d\u00ed obdobnou techniku do vzd\u00e1lenosti max. 1000 km. P\u0159i del\u0161\u00edch vzd\u00e1lenostech by se m\u011blo p\u0159ihl\u00e9dnou k efektivnosti cel\u00e9 akce, a v p\u0159\u00edpad\u011b nutnosti transport \u0159e\u0161it letecky.<\/strong><\/p>\n<p>Hlavn\u00ed c\u00edle cvi\u010den\u00ed:<\/p>\n<ul>\n<li>aktivovat mechanizmy evropsk\u00e9 ochrany obyvatelstva,<\/li>\n<li>testovat schopnosti z\u00e1sahu \u010dlensk\u00fdch st\u00e1t\u016f,<\/li>\n<li>testovat v re\u00e1ln\u00e9m \u010dase transport po\u017eadovan\u00fdch sil a prost\u0159edk\u016f a jejich integraci,<\/li>\n<li>koordinace sil a prost\u0159edk\u016f \u010dlensk\u00fdch st\u00e1t\u016f zasahuj\u00edc\u00edch slo\u017eek na n\u00e1rodn\u00ed a mezin\u00e1rodn\u00ed \u00farovni,<\/li>\n<li>testovat modelov\u00fd syst\u00e9m un\u00e1\u0161en\u00ed toxick\u00e9ho oblaku,<\/li>\n<li>testovat schopnosti mobiln\u00edch monitorovac\u00edch a detek\u010dn\u00ed prost\u0159edk\u016f a jejich kompatibilitu,<\/li>\n<li>testovat schopnosti zdravotn\u00ed slu\u017eby zvl\u00e1dnout p\u0159\u00edm\u00e9 a nep\u0159\u00edm\u00e9 \u00fa\u010dinky n\u00e1sledk\u016f pr\u016fmyslov\u00e9 hav\u00e1rie,<\/li>\n<li>testovat mo\u017enosti a procesy v oblasti evakuace a omezuj\u00edc\u00edch opat\u0159en\u00ed v nebezpe\u010dn\u00e9 z\u00f3n\u011b.<\/li>\n<\/ul>\n<p><strong>Exercise process:<\/strong><\/p>\n<p>Speci\u00e1ln\u00ed od\u0159ad \u010cR p\u0159i z\u00e1sahu zabezpe\u010doval dekontaminaci obyvatelstva, \u010demu\u017e tak\u00e9 odpov\u00eddalo jeho technick\u00e9 vybaven\u00ed::<\/p>\n<ul>\n<li>nosi\u010d kontejneru, typ MAN, TGA 26.430,<\/li>\n<li>kontejner pro nouzov\u00e9 p\u0159e\u017eit\u00ed, typ KANP 50,<\/li>\n<li>stanovi\u0161t\u011b dekontaminace osob, typ SDO-2,<\/li>\n<li>CAS 24, MAN LE 2000,<\/li>\n<li>SEAT Alhambra.<\/li>\n<\/ul>\n<p>\u010cesk\u00fd od\u0159ad plnil \u00fakoly spojen\u00e9 s dekontaminac\u00ed obyvatelstva, tak\u017ee jednotliv\u00ed \u010dlenov\u00e9 museli zvl\u00e1dnout stavbu stanovi\u0161t\u011b dekontaminace osob SDO-2, instalaci p\u0159\u00eddavn\u00fdch technologi\u00ed, komplexn\u00ed provoz za\u0159\u00edzen\u00ed a spr\u00e1vn\u00e9 postupy p\u0159i dekontaminaci. Pro \u00fa\u010dely cvi\u010den\u00ed bylo k dispozici n\u011bkolik stovek figurant\u016f, z nich\u017e v\u00edce ne\u017e 100 pro\u0161lo za\u0159\u00edzen\u00edm SDO-2. Po vlastn\u00ed dekontaminaci a obl\u00e9knut\u00ed do n\u00e1hradn\u00edho oble\u010den\u00ed byli figuranti odv\u00e1\u017eeni do tzv. &#8222;medical post&#8220; k dal\u0161\u00edmu o\u0161et\u0159en\u00ed. A kdy\u017e automobil pro odvoz nebyl k dispozici, mohli dostat l\u00e9ka\u0159skou p\u00e9\u010di nebo si odpo\u010dinout ve stanu, kter\u00fd byl sou\u010d\u00e1st\u00ed kontejneru pro nouzov\u00e9 p\u0159e\u017eit\u00ed. Takov\u00fd kompletn\u00ed servis v\u0161ak nem\u011bl ka\u017ed\u00fd t\u00fdm. P\u0159\u00edtomnost kontejneru pro nouzov\u00e9 p\u0159e\u017eit\u00ed se soci\u00e1ln\u00edm z\u00e1zem\u00edm jako sou\u010d\u00e1st stanovi\u0161t\u011b dekontaminace osob dokazuje, \u017ee \u010de\u0161t\u00ed hasi\u010di vn\u00edmaj\u00ed dekontaminaci v \u0161ir\u0161\u00edch souvislostech. Jednoduchost a rychlost stavby stanovi\u0161t\u011b dekontaminace osob, sofistikovan\u00e1 technologie, komplexn\u00ed servis umo\u017e\u0148uj\u00edc\u00ed nez\u00e1vislost na dal\u0161\u00edm t\u00fdmu a vysok\u00e1 profesionalita \u010desk\u00e9ho speci\u00e1ln\u00edho od\u0159adu byly hlavn\u00edmi d\u016fvody, pro\u010d jsme si zaslou\u017eili pochvalu francouzsk\u00e9ho ministra vnitra Dominiqa de Villepina, kter\u00fd si s velk\u00fdm z\u00e1jmem prohl\u00e9dl techniku \u010desk\u00e9ho od\u0159adu. P\u0159itom nezapomn\u011bl p\u0159ipomenout z\u00e1sluhy \u010desk\u00fdch hasi\u010d\u016f na likvidaci n\u00e1sledk\u016f katastrof\u00e1ln\u00edch povodn\u00ed ve Francii na konci roku 2003.<br \/>\nFrancie byla reprezentov\u00e1na jednotkami civiln\u00ed ochrany a hasi\u010d\u016f, kter\u00e9 zabezpe\u010dovaly vlastn\u00ed z\u00e1sah, p\u0159edl\u00e9ka\u0159skou prvn\u00ed pomoc, detekci a identifikaci na m\u00edst\u011b z\u00e1sahu, dekontaminaci vlastn\u00edch jednotek a dekontaminaci ran\u011bn\u00fdch obyvatel, provoz &#8222;medical post&#8220;, a velitelsk\u00fdmi posty ve \u0161t\u00e1bu, lok\u00e1ln\u00edm informa\u010dn\u00edm centru a na m\u00edst\u011b z\u00e1sahu. Velice siln\u00fd a v\u00fdborn\u011b vybaven\u00fd t\u00fdm p\u0159edvedli n\u011bme\u010dt\u00ed kolegov\u00e9, kte\u0159\u00ed se z\u00fa\u010dastnili cvi\u010den\u00ed poln\u00ed a mobiln\u00ed chemickou laborato\u0159\u00ed, kter\u00e1 byla vybavena nejmodern\u011bj\u0161\u00edmi analytick\u00fdmi a detek\u010dn\u00edmi p\u0159\u00edstroji. Detek\u010dn\u00ed t\u00fdm m\u011bli na cvi\u010den\u00ed tak\u00e9 Belgi\u010dan\u00e9. Dekontaminaci ran\u011bn\u00fdch zaji\u0161\u0165ovali vedle Francouz\u016f i Italov\u00e9.<br \/>\nKomunikace prob\u00edhala po ose velitel z\u00e1sahu, lok\u00e1ln\u00ed opera\u010dn\u00ed a informa\u010dn\u00ed centrum, n\u00e1rodn\u00ed opera\u010dn\u00ed a informa\u010dn\u00ed centrum (Francie), monitorovac\u00ed informa\u010dn\u00ed centrum Brusel, OPIS G\u0158 (opera\u010dn\u00ed a informa\u010dn\u00ed st\u0159ediska \u010dlensk\u00fdch st\u00e1t\u016f) a zp\u011bt. Pro v\u0161echny t\u00fdmy jist\u011b m\u011bly v\u00fdznam osoby sty\u010dn\u00fdch d\u016fstojn\u00edk\u016f \u0161t\u00e1bu, kte\u0159\u00ed mimo jin\u00e9 zabezpe\u010dovali informa\u010dn\u00ed propojen\u00ed mezi \u0161t\u00e1bem a n\u00e1rodn\u00edm t\u00fdmem. Velice d\u016fle\u017eitou pomoc\u00ed bylo, \u017ee ka\u017ed\u00fd t\u00fdm obdr\u017eel sty\u010dn\u00e9ho d\u016fstojn\u00edka francouzsk\u00e9 n\u00e1rodnosti, kter\u00fd pom\u00e1hal veliteli od\u0159adu organizovat \u010dinnost a komunikovat s francouzsk\u00fdmi veliteli, kte\u0159\u00ed neum\u011bli anglicky. Pro velitele od\u0159adu a n\u00e1rodn\u00edho sty\u010dn\u00e9ho d\u016fstojn\u00edka byla naprosto nepostradateln\u00e1 angli\u010dtina, nebo je\u0161t\u011b l\u00e9pe francouz\u0161tina.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>SOUVISEJ\u00cdC\u00cd \u010cL\u00c1NEK &#8211; \u010cASOPIS 112 (7\/2005):<br \/>\n<\/strong><\/p>\n<p><strong>MEZIN\u00c1RODN\u00cd CVI\u010cEN\u00cd EURATECH 2005<\/strong><\/p>\n<p>Ve dnech 10. a\u017e 14. dubna 2005 se ve Francii uskute\u010dnilo mezin\u00e1rodn\u00ed cvi\u010den\u00ed Euratech 2005, kter\u00e9 bylo jedn\u00edm z \u0159ady cvi\u010den\u00ed po\u0159\u00e1dan\u00fdch p\u0159\u00edslu\u0161nou komis\u00ed EU v roce 2005. Speci\u00e1ln\u00ed od\u0159ad \u010desk\u00fdch hasi\u010d\u016f se vydal na cestu dne 9. dubna 2005 a po trase Brno, Praha, Rozvadov, Norimberk, Karlsruhe, Freiburg, Mulhouse, Lyon dorazil do Valence po absolvov\u00e1n\u00ed 1600 km a po 26 hodin\u00e1ch str\u00e1ven\u00fdch na silnici. Domn\u00edv\u00e1me se, \u017ee v re\u00e1ln\u00e9 situaci by m\u011blo smysl pos\u00edlat do zahrani\u010d\u00ed obdobnou techniku do vzd\u00e1lenosti max. 1000 km. Milanem Skaln\u00edkem a z\u00e1stupcem velitele pplk. Ing. Stanislavem Vavre\u010dkou. T\u00fdm doplnil mjr. Ing. Miroslav Luke\u0161 z HZS Karlovarsk\u00e9ho kraje, kter\u00fd p\u0159i cvi\u010den\u00ed plnil roli sty\u010dn\u00e9ho d\u016fstojn\u00edka. \u010cesk\u00e1 delegace ve Francii byla vedena pplk. Ing. Zde\u0148kem Vlkojanem, \u0159editelem HZS Jihomoravsk\u00e9ho kraje. \u010clenem organiza\u010dn\u00edho v\u00fdboru cvi\u010den\u00ed a z\u00e1rove\u0148 pozorovatelem za \u010cR byl npor. Ing. Jednoduchost a rychlost stavby stanovi\u0161t\u011b dekontaminace osob, sofistikovan\u00e1 technologie, komplexn\u00ed servis umo\u017e\u0148uj\u00edc\u00ed nez\u00e1vislost na dal\u0161\u00edm t\u00fdmu a vysok\u00e1 profesionalita \u010desk\u00e9ho speci\u00e1ln\u00edho od\u0159adu byly hlavn\u00edmi d\u016fvody, pro\u010d jsme si zaslou\u017eili pochvalu francouzsk\u00e9ho ministra vnitra Dominiqa de Villepina, kter\u00fd si s velk\u00fdm z\u00e1jmem prohl\u00e9dl techniku \u010desk\u00e9ho t\u00fdmu. P\u0159itom nezapomn\u011bl p\u0159ipomenout z\u00e1sluhy \u010desk\u00fdch hasi\u010d\u016f na likvidaci n\u00e1sledk\u016f katastrof\u00e1ln\u00edch povodn\u00ed ve Francii na konci roku 2003.<\/p>\n<p><strong>CENN\u00c9 POZNATKY A ZKU\u0160ENNOSTI<\/strong><\/p>\n<p>Francie byla reprezentov\u00e1na jednotkami civiln\u00ed ochrany a hasi\u010d\u016f, kter\u00e9 zabezpe\u010dovaly vlastn\u00ed z\u00e1sah, p\u0159edl\u00e9ka\u0159skou prvn\u00ed pomoc, detekci a identifikaci na m\u00edst\u011b z\u00e1sahu, dekontaminaci vlastn\u00edch jednotek a dekontaminaci ran\u011bn\u00fdch obyvatel, provoz &#8222;medical post&#8220;, a velitelsk\u00fdmi posty ve \u0161t\u00e1bu, lok\u00e1ln\u00edm informa\u010dn\u00edm centru a na m\u00edst\u011b z\u00e1sahu. Velice siln\u00fd a v\u00fdborn\u011b vybaven\u00fd t\u00fdm p\u0159edvedli n\u011bme\u010dt\u00ed kolegov\u00e9, kte\u0159\u00ed se z\u00fa\u010dastnili cvi\u010den\u00ed s poln\u00ed a mobiln\u00ed chemickou laborato\u0159\u00ed, kter\u00e1 byla vybavena nejmodern\u011bj\u0161\u00edmi analytick\u00fdmi a detek\u010dn\u00edmi p\u0159\u00edstroji. Detek\u010dn\u00ed t\u00fdm m\u011bli na cvi\u010den\u00ed tak\u00e9 Belgi\u010dan\u00e9. Dekontaminaci ran\u011bn\u00fdch zaji\u0161\u0165ovali vedle Francouz\u016f i Italov\u00e9.<\/p>\n<p>Komunikace prob\u00edhala po ose velitel z\u00e1sahu, lok\u00e1ln\u00ed opera\u010dn\u00ed a informa\u010dn\u00ed centrum, n\u00e1rodn\u00ed opera\u010dn\u00ed a informa\u010dn\u00ed centrum (Francie), monitorovac\u00ed informa\u010dn\u00ed centrum Brusel, OPIS MV-gener\u00e1ln\u00edho \u0159editelstv\u00ed HZS \u010cR (opera\u010dn\u00ed a informa\u010dn\u00ed st\u0159ediska \u010dlensk\u00fdch st\u00e1t\u016f) a zp\u011bt. Pro v\u0161echny t\u00fdmy jist\u011b m\u011bly v\u00fdznam osoby sty\u010dn\u00fdch d\u016fstojn\u00edk\u016f \u0161t\u00e1bu, kte\u0159\u00ed mimo jin\u00e9 zabezpe\u010dovali informa\u010dn\u00ed propojen\u00ed mezi \u0161t\u00e1bem a n\u00e1rodn\u00edm t\u00fdmem. V\u00fdznamnou pomoc\u00ed bylo, \u017ee ka\u017ed\u00fd t\u00fdm obdr\u017eel sty\u010dn\u00e9ho d\u016fstojn\u00edka francouzsk\u00e9 n\u00e1rodnosti, kter\u00fd pom\u00e1hal veliteli od\u0159adu organizovat \u010dinnost a komunikovat s francouzsk\u00fdmi veliteli, kte\u0159\u00ed neum\u011bli anglicky. Pro velitele od\u0159adu a n\u00e1rodn\u00edho sty\u010dn\u00e9ho d\u016fstojn\u00edka byla naprosto nepostradateln\u00e1 angli\u010dtina nebo je\u0161t\u011b l\u00e9pe, francouz\u0161tina.<\/p>\n<p>Zaj\u00edmav\u00e9 byly tak\u00e9 poznatky ze \u0161t\u00e1bu cvi\u010den\u00ed, kde samotn\u00e1 organiza\u010dn\u00ed struktura \u0161t\u00e1bu je skoro stejn\u00e1 jako u n\u00e1s, technick\u00e1 podpora jeho \u010dinnosti je v\u0161ak ve Francii na nesrovnateln\u011b vy\u0161\u0161\u00ed \u00farovni (velitelsk\u00e9 vozy, p\u0159enosy obrazu z m\u00edsta z\u00e1sahu na \u0161t\u00e1b, kompletn\u00ed GIS na m\u00edst\u011b z\u00e1sahu, spojov\u00e9 vozy, z\u00e1zem\u00ed apod.). Ve srovn\u00e1n\u00ed s Franci\u00ed \u010de\u0161t\u00ed hasi\u010di maj\u00ed srovnateln\u00e9 technick\u00e9 vybaven\u00ed a mohou se op\u0159\u00edt o schopnosti dru\u017estev a \u010det, ale na \u00farovni \u0161t\u00e1bu lze st\u00e1le co doh\u00e1n\u011bt jak technicky, tak organiza\u010dn\u011b. Pro transport t\u011b\u017ece ran\u011bn\u00fdch a pop\u00e1len\u00fdch osob bylo nasazeno letadlo n\u011bmeck\u00e9 Luftwaffe A 300 Airbus, typ &#8222;jumbo jet&#8220; s nejmodern\u011bj\u0161\u00edm zdravotnick\u00fdm z\u00e1zem\u00edm.<\/p>\n<p>Ne v\u0161echny \u010dinnosti jednotliv\u00fdch n\u00e1rodn\u00edch t\u00fdm\u016f byly prov\u00e1d\u011bny ide\u00e1ln\u011b nebo metodicky spr\u00e1vn\u011b. Chybou bylo rozd\u011blen\u00ed cvi\u010den\u00ed na \u010dty\u0159i tematick\u00e9 oblasti. Lep\u0161\u00ed by bylo se striktn\u011b dr\u017eet \u010dasov\u00e9 n\u00e1vaznosti jednotliv\u00fdch \u010dinnost\u00ed. P\u0159i vlastn\u00edm z\u00e1sahu nebyla striktn\u011b dodr\u017eov\u00e1na taktika zejm\u00e9na v souvislosti s pou\u017eit\u00fdmi ochrann\u00fdmi prost\u0159edky, zp\u016fsobem vyty\u010den\u00edm nebezpe\u010dn\u00e9 z\u00f3ny a pozdn\u00edm nasazen\u00edm chemick\u00e9ho pr\u016fzkumu. Stanovi\u0161t\u011b dekontaminace byla rozm\u00edst\u011bna v\u00edce s ohledem na p\u0159\u00edstupnost m\u00e9di\u00ed ne\u017e s ohledem na taktiku z\u00e1sahu a bezpe\u010dnost. \u0158adu chyb jsme odhalili jak p\u0159i dekontaminaci zasahuj\u00edc\u00edch jednotek, tak dekontaminaci obyvatelstva. Dekontaminace techniky nebyla prov\u00e1d\u011bna v\u016fbec.<\/p>\n<p><strong>NUTNOST MEZIN\u00c1RODN\u00cd SPOLUPR\u00c1CE<\/strong><\/p>\n<p>N\u00e1klady na mezin\u00e1rodn\u00ed cvi\u010den\u00ed Euratech 2005, kter\u00e9 dos\u00e1hly hodnoty 1,3 mil. EUR, jsou hrazeny z fond\u016f EU. Cvi\u010den\u00ed se mimo jin\u00e9 jako pozorovatel\u00e9 z\u00fa\u010dastnili odborn\u00edci z v\u00edce ne\u017e dvaceti zem\u00ed sv\u011bta. Vedle francouzsk\u00e9ho ministra vnitra se mezin\u00e1rodn\u00edho cvi\u010den\u00ed Euratech 2005 z\u00fa\u010dastnili i minist\u0159i vnitra N\u011bmecka a Belgie. Na za\u010d\u00e1tku cvi\u010den\u00ed byla po\u0159\u00e1d\u00e1na tiskov\u00e1 konference, kter\u00e1 odstartovala bombastickou medializaci cvi\u010den\u00ed. Rozhovory pro televize TF3, TF5 a Euronews, d\u00e1le pro \u010cTK nebo Radio\u017eurn\u00e1l se staly na\u0161\u00edm druh\u00fdm zam\u011bstn\u00e1n\u00edm. Po p\u0159\u00edjezdu dom\u016f byli \u010dlenov\u00e9 &#8222;brn\u011bnsk\u00e9ho t\u00fdmu&#8220; pozv\u00e1ni do dvou po\u0159ad\u016f \u010cesk\u00e9 televize.<\/p>\n<p>Organiza\u010dn\u011b velice dob\u0159e p\u0159ipraven\u00e9 cvi\u010den\u00ed dok\u00e1zalo nutnost mezin\u00e1rodn\u00ed spolupr\u00e1ce na poli civiln\u00ed ochrany. V\u0161echny na\u0161e poznatky ze cvi\u010den\u00ed se staly sou\u010d\u00e1st\u00ed na\u0161eho reportu ke cvi\u010den\u00ed Euratech 2005, proto\u017ee nejen vysok\u00e9 ohodnocen\u00ed v\u00fdznamu cvi\u010den\u00ed, ale hlavn\u011b poctiv\u00fd rozbor nedostatk\u016f mohou posunout mezin\u00e1rodn\u00ed spolupr\u00e1ci na poli eliminace pr\u016fmyslov\u00fdch hav\u00e1ri\u00ed d\u00e1le.<\/p>\n<p>Auto\u0159i:<br \/>\npplk.
