International exercise of USAR teams in Poland in the \u017daga\u0148 Military Area<\/strong><\/p>\n

One team of the Ministry of Interior \u2013 Directorate General of Fire Rescue Service of the Czech Republic participated in this exercise. The team was composed of firefighters from the Moravian \u2013 Silesian FRS, and of certificated dog handlers with dogs.<\/p>\n

Exercise process:<\/strong><\/p>\n

The exercise started on Monday, 18 June 2007. It was divided in two 31-hours sections of continuous operations in terrain, and it finished on Thursday, 21 June 2007.
\nThe scenario was following: on 17 June at 9:34 a.m. an earthquake of magnitude 6.9 struck in the industrial town of Pstraze with population of 31,165 inhabitants. The affected town was almost destroyed, more then 2,000 persons were wounded, and 650 were still missing. In the town they were two factories for chemical production situated. The security situation was unknown.<\/p>\n

The Czech Liaison Officer and the USAR Team Leader started to coordinate search and rescue operation together with local authorities. All their activities were supervised by Polish referees, who judged\/evaluated the Team activities<\/p>\n

The Czech team operated in three sectors, where they marked total of 34 buildings or their wreckage. With help of dogs and dog handlers, and some electronic search equipment (slotted camera, echo locator and bio radar) the Czech team found 41 persons (incl. bodies or parts of bodies). All 27 injured persons were rescued, and the USAR team members ensured their life functions. The USAR team solved many difficult situations during the exercise: e.g. intervention in the psychiatric asylum, where in consequences of the earthquake some inmates escaped from the asylum and attacked the rescuers.<\/p>\n

The aim of this exercise was to prove the structure and abilities of the new-formed USAR team of the Moravian \u2013 Silesian FRS. Conclusion of the exercise:<\/strong><\/p>\n

Only the Czech USAR team operated in both parts of the exercise, and kept all requirements for continuous activities. The USAR team members achieved these excellent results in conjunction with canine group of four dog handlers.<\/p>\n

Dvaceti\u010dlennou jednotku tvo\u0159\u00ed 4 atestovan\u00ed kynologov\u00e9 se psy a dal\u0161\u00edch 16 specialist\u016f Hasi\u010dsk\u00e9ho z\u00e1chrann\u00e9ho sboru \u010cR.<\/p>\n

\u010ce\u0161t\u00ed z\u00e1chran\u00e1\u0159i budou ve vojensk\u00e9m v\u00fdcvikov\u00e9m prostoru \u017daga\u0148 procvi\u010dovat p\u016fsoben\u00ed USAR od\u0159adu a \u010dinnost p\u0159i vyhled\u00e1vac\u00edch a z\u00e1chrann\u00fdch prac\u00edch ve z\u0159\u00edcen\u00fdch budov\u00e1ch. \u00dakolem z\u00e1chrann\u00e9ho t\u00fdmu bude co nejrychleji nal\u00e9zt troskami zasypan\u00e9 lidi a \u201ezachr\u00e1nit\u201c je. Jednotce, kter\u00e1 se do Polska p\u0159esune po vlastn\u00ed ose, vel\u00ed
\nplk. Ing. Ji\u0159\u00ed \u0160indler z Hasi\u010dsk\u00e9ho z\u00e1chrann\u00e9ho sboru Moravskoslezsk\u00e9ho kraje.<\/p>\n

\u010ce\u0161t\u00ed z\u00e1chran\u00e1\u0159i se obdobn\u00fdch cvi\u010den\u00ed v Polsku \u00fa\u010dastn\u00ed ji\u017e pon\u011bkolik\u00e1t\u00e9. P\u0159ed rokem se \u010desk\u00fd vyhled\u00e1vac\u00ed a z\u00e1chrann\u00fd od\u0159ad z\u00fa\u010dastnil cvi\u010den\u00ed KLOMINO 2006 a rok p\u0159edt\u00edm cvi\u010den\u00ed EUPOLEX 2005.<\/p>\n

Vybaven\u00ed USAR od\u0159adu, jen\u017e je schopen operovat zcela sob\u011bsta\u010dn\u011b, tvo\u0159\u00ed 7 speci\u00e1ln\u00edch vozidel a za\u0159\u00edzen\u00ed pro z\u00e1chranu a vypro\u0161\u0165ov\u00e1n\u00ed osob v extr\u00e9mn\u00edch podm\u00ednk\u00e1ch – mj. \u0161t\u011brbinov\u00e1 kamera, echolok\u00e1tor (na z\u00e1klad\u011b zvuk\u016f vyhled\u00e1 zasypan\u00e9 osoby), bioradar, vypro\u0161\u0165ovac\u00ed za\u0159\u00edzen\u00ed, izola\u010dn\u00ed d\u00fdchac\u00ed p\u0159\u00edstroje a vybaven\u00ed pro pr\u00e1ci ve v\u00fd\u0161ce a nad volnou hloubkou.<\/p>\n

Vyhled\u00e1vac\u00ed a z\u00e1chrann\u00fd od\u0159ad (USAR od\u0159ad) pat\u0159\u00ed mezi speci\u00e1ln\u00ed ad hoc vytv\u00e1\u0159en\u00e9 jednotky, d\u00edky kter\u00fdm mohou hasi\u010di poskytovat pomoc i v mezin\u00e1rodn\u00edm m\u011b\u0159\u00edtku. Jedn\u00e1 se o t\u00fdm vycvi\u010den\u00fd a vybaven\u00fd na vyhled\u00e1v\u00e1n\u00ed a z\u00e1chranu osob ze z\u0159\u00edcen\u00fdch budov. Tato jednotka je kdykoliv p\u0159ipravena b\u011bhem n\u011bkolika hodin vyrazit a poskytnout pomoc v zahrani\u010d\u00ed.<\/p>\n

\u010ce\u0161t\u00ed z\u00e1chran\u00e1\u0159i nap\u0159\u00edklad \u00fasp\u011b\u0161n\u011b pom\u00e1hali na podzim roku 2005 v zem\u011bt\u0159esen\u00edch posti\u017een\u00fdch oblastech P\u00e1kist\u00e1nu. Tehdy v\u016fbec poprv\u00e9 v jednom \u010desk\u00e9m t\u00fdmu, kter\u00fd se v zahrani\u010d\u00ed zapojil do mezin\u00e1rodn\u00ed z\u00e1chrann\u00e9 operace, spolupracovali hasi\u010di a vojen\u0161t\u00ed a civiln\u00ed zdravotn\u00edci disponuj\u00edc\u00ed poln\u00ed nemocnic\u00ed. S \u00fasp\u011bchem \u010de\u0161t\u00ed z\u00e1chran\u00e1\u0159i pom\u00e1hali p\u0159i vyhled\u00e1v\u00e1n\u00ed a z\u00e1chran\u011b zavalen\u00fdch osob tak\u00e9 na konci roku 2003 po katastrof\u00e1ln\u00edm zem\u011bt\u0159esen\u00ed v ir\u00e1nsk\u00e9m Bamu nebo t\u00e9ho\u017e roku ve stejn\u011b posti\u017een\u00e9m Al\u017e\u00edrsku.<\/p>\n
