Tactical exercise of Heavy USAR Team took place on 4 \u2013 6 November 2014 in Kazn\u011bjov. The objective of the exercise was checking out the preparedness of HUSAR in order to meet the requirements according international INSARAG Guideline and preparation for External Reclassification in 2015.<\/p>\n
The exercise was planned as tactical exercise within IRS (Integrated Rescue System) bodies with the participation of CZERT USAR (according to INSARAG Guidelines). The exercise started in Operation and Information Centreof MI-DG FRSCR (Ministry of Interior \u2013 General Directorate of Fire Rescue Service of Czech Republic), Request for assistance from affected country was accepted by the way of ERCC. Managing officer acivated DG of FRS staff \u2013 group for coordination of rescue assistance abroad, which decided to deployed rescue unit \u2013 CZERT USAR as humanitarian assistance to affected country. CZERT USAR team is specialized in search and rescue people from collapsed buildings in urban area. This offer was accepted and the team was dispatched to Kazn\u011bjov.<\/p>\n

The topic of the exercise<\/strong><\/p>\n European country Kazn\u011bjovsko was struck by a destructive earthquake of magnitude of 7,9. Te epicentre in depth of 19km was located 30km north from capital Pilsen on 3. November 2014 in 23.00 local time (23 UTC. The most affected region is Plasko and its industry area in Kazn\u011bjov. The most buildings in urban and industry area are destroyed, the rest of the building is proposed to have seriously disturbed stability. A large number of people are supposed to be buried under building ruins. The earthquake seriously disturbed infrastructure in hole area, water distribution system and end electricity resources including. Survivors are trying to search and rescue missing and burried people.<\/p>\n Kazn\u011bjovsko is a Central European land, is no EU, EAA or NATO member. Early morning on 4.November 2014 state of emergency\/danger for the whole country was declared. The crisis staff of President of the Republic as the leading coordination authority for rescue operation in the state was assembled. All rescue bodies within the land were activated and are deployed in most affected regions. Republic of Kazn\u011bjovsko isn\u00b4t self sufficient in its own deployment capacity and decided to request for foreign assistance by means of international organisations (UN-OCHA and EU). Based on this request CZERT USAR is activated from MI-DG FRS CR. The external rescue teams provides search and rescue operation on-site in coordination with rescue bodies of Republic of Kazn\u011bjovsko.<\/p>\n The Local Emergency Management Authority, (LEMA) coordinates rescue operation on the site, due to expected income of external rescue units will be necessary the first USAR team on site of emergency have to establish Reception\/Departure Centre and On-Site Operations and Coordination Centre.
